New Delhi : Once again, setting an example against inefficiency for every other bureaucrat, the Home Ministry has prematurely retired two Indian Police Service (IPS ) officers. IPS Officers AM Juri and KC Agarwal of Chhattisgarh cadre  have been retired on grounds of being inefficient in their work, making it the second instance of premature retirement this year.


An assistant inspector general (planning and provisioning), Juri is scheduled to retire in the year 2019, while Agarwal who works with police telecommunication department is scheduled to retire in 2020.

Over 130 officers have reportedly been retired compulsorily before time by the Centre, in the last two years

Earlier this year, Centre  had displayed its stern stance towards non-performance in the month of January by dismissing two IPS officers - Raj Kumar Dewangan of Chhattisgarh cadre, who belonged to the 1992 batch and Mayank Sheel Chohan, of the AGMU (Arunachal, Goa, Mizoram and Union Territory) cadre, who was from the batch of 1998; by serving them notices of compulsory retirement.

It is reported that Juri and Agarwal had been promoted to the rank of IPS officers from state police in the year 2011 and were allotted 2000 and 2002 batch respectively.
The action has been taken under All India Service Rule 16(3) that says the central government in consultation with the state government concerned can retire an officer of the service in public interest after serving them notice. According to officials, the performance of Indian Police Service(IPS), the Indian Administrative Service (IAS) and the Indian Forest Service (IFoS) is reviewed twice by the Centre, upon completion of 15 years of service and upon completion of 25 years of service. In a written statement last month, Union Minister Jitendra Singh told Rajya Sabha  that Service records of 11,828 Group ‘A’ and 19,714 Group ‘B’ officers have been reviewed so far.

KC Agarwal was posted earlier as SP Jashpur, SP Rail and was then shifted to telecommunication department of the Chhattisgarh police. Juri had his earlier postings as SP Balod and SP Baloda bazaar and was attached to various police departments in police headquarters in Raipur.
