The byelections will be held in two seats of Bihar – Mokama and Gopalganj, Maharashtra’s Andheri (East), Adampur in Haryana, Munugode in Telangana, Gola Gokarannath in Uttar Pradesh and Dhamnagar in Odisha.Polling in these seven seats was necessitated after the ruling MLAs either passed away or switched parties or were convicted in criminal cases. The counting of votes will take place on November 6.In Adampur, Haryana, the bypoll was necessitated after former chief minister Bhajan Lal's younger son Kuldeep Bishnoi resigned as MLA from the seat and switched from the Congress to the BJP.Bihar will see the first electoral test for Nitish Kumar-led 'Mahagathbandhan' government, formed less than three months back after the JD(U) parted ways with the BJP. Bypolls are being conducted in Mokama and Gopalganj seats in Bihar, earlier held by RJD and BJP respectively.AAP MLA Raaj Kumar Anand To Take Oath As MinisterAAP MLA Raaj Kumar Anand will take oath as a minister in a ceremony in Raj Niwas in Delhi on Thursday morning. Anand will be administered oath of office by Lt Governor VK Saxena at the ceremony to be held at 10 AM on Thursday, PTI reported quoting an official.Anand, MLA from Patel Nagar Assembly seat, is replacing Rajendra Pal Gautam in Arvind Kejriwal cabinet, he said on Wednesday.Gautam who held charge of Social Welfare minister resigned last month from the post after he was embroiled in a controversy over his presence in a religious conversion programme.PM Modi To Address Programme Marking Vigilance Awareness WeekPrime Minister Narendra Modi will address a programme marking Vigilance Awareness Week of Central Vigilance Commission (CVC) on November 3 at 11 am in Vigyan Bhawan, New Delhi.On the occasion, Prime Minister will launch the new Complaint Management System portal of the CVC. The portal is envisioned to provide end to end information to the citizens through regular updates on the status of their complaints.He will also release a series of pictorial booklets on "Ethics and Good Practices"; compilation of best practices on "Preventive Vigilance" and special issue "VIGEYE-VANI" on public procurement.

Bihar bypolls: 31.90% voter turnout recorded till 1 pm
A voter turnout of 31.90 per cent was recorded till 1 pm in Mokama and Gopalganj assembly constituencies in Bihar where polling was underway for by-elections on Thursday, officials said.
While Mokama recorded 34.26 per cent voter turnout, Gopalganj saw 29.90 per cent turnout till 1 pm, they said.
The bypolls to the two seats are the first election in the state after the formation of the 'Mahagthabandhan' government around three months back. Chief Minister Nitish Kumar, the de-facto leader of the JD(U), dumped the BJP and formed a new coalition government with the RJD, Congress and Left parties in early August.
The polling began at 7 am, and will continue till 6 pm, election officials said.
While 2.70 lakh people are eligible to exercise their franchise in Mokama, the number of voters in Gopalganj is 3.31 lakh.
Of the total 15 candidates in the fray, nine are contesting from Gopalganj and six are in the fray from Mokama. (PTI)

On allegations of delaying polling dates due to the PM's visit to Gujarat, CEC Rajiv Kumar said, "Recently a very tragic incident occurred there (#MorbiBridgeCollapse)- one of the reasons why we delayed. Also, there was state mourning in the state yesterday; so multiple factors."
"Action and outcome actually speak louder than words. No matter how much I try to make you understand, what's important are the actions & our correct results. Results have shown that those who are critical got surprising results," CEC Rajiv Kumar said, as quoted by ANI.
