In view of an improvement in the coronavirus pandemic situation, the West Bengal government on Monday revised the COVID-19 restrictions in the state and announced the reopening of all primary and upper primary schools with effect from February 16.
The schools will be reopened keeping in place all the COVID-19 protocols. However, the night curfew will remain in force from midnight to 5 am till February 28, as per an order issued by the state government.
"Movement of people and vehicles and public gatherings of any kind shall now be prohibited between 12 midnight to 5 am. Only essential and emergency services shall be permitted. Opening of all primary and upper primary schools.
A separate SOP will be issued by School Education Department in this regard," read the order. In West Bengal, schools for classes 8-12 resumed on February 3 with adherence to COVID-19 appropriate behaviour.
Earlier in January, in view of rising COVID-19 cases, the West Bengal government had decided to shut down schools and other educational institutes, spas, salons, beauty parlors, zoos, and entertainment parks from January 3.
A rise in minimum temperatures is expected by 2 to 4 degrees Celsius in most parts of northwest and central India over the next two days, the India Meteorological Department (IMD) has said.

In Delhi, fuel is relatively cheaper than the rest of the metros because the state government had earlier decided to reduce the Value-Added Tax (VAT) on petrol, bringing down the price of the fuel in the city by about Rs 8 per litre.
At a cabinet meeting chaired by Chief Minister Arvind Kejriwal, it was decided that the VAT on petrol will be reduced from the present 30 per cent to 19.4 per cent, leading to a cut of around Rs 8 per litre, officials said.
The price of petrol after the VAT cut will go down from the current Rs 103 per litre to Rs 95 per litre, sources told PTI.
A Pakistani man sentenced to life in 2019 for strangling Qandeel Baloch, his sister and a social media celebrity in a case of honour killing, was acquitted of murder after his parents pardoned him under the country's Islamic law, a court official said on Monday.
Muhammad Waseem was arrested in 2016 after he confessed to drugging and strangling his sister Fouzia Azeem, better known as Qandeel Baloch, a 26-year-old social media celebrity, for posting objectionable photos on Facebook and disgracing the family's honour.
Waseem, who was the lone accused in this case, was handed life imprisonment by a trial court in 2019, while other suspects including Baloch's younger brother Aslam Shaheen, her cousin Haq Nawaz and cleric Mufti Abdul Qavi were acquitted citing lack of evidence.
Waseem had later challenged the sentence in the high court.
As the COVID-19 positivity rate and the number of daily infections declined, Andhra Pradesh government lifted the night curfew. Chief Minister YS Jagan Mohan Reddy held a review meeting on the prevailing situation of COVID-19 on Monday, as per Chief Minister's Office. During the review meeting, the Chief Minister said that COVID-19 precautions must be taken at all times, especially in the public and commercial spaces by wearing masks. He directed the authorities to continue the fever survey and asked them to conduct tests for those with symptoms.

On the COVID-19 situation, the officials stated that the pandemic is gradually decreasing, where 794 patients are getting treated in hospitals while the number of positive cases in the state have come down to 18,929, registering only 0.82 per cent of COVID-19 active cases.
Canadian Prime Minister Justin Trudeau on Monday (local time) invoked the Emergencies Act for the first time in 50 years to give the federal government extra powers to handle ongoing truckers blockades and protests against the COVID-19 pandemic restrictions.

Security forces on Monday recovered a cache of arms and ammunition in J&K's Poonch district, police said.
Police sources said in a joint operation carried out by army and the police in Deri Dabsi village along the Line of Control (LoC) in Mendhar area, arms and ammunition were recovered.
"The recovery includes one AK-47 rifle, one magazine, 2 pistols and 2 pistol magazines.
"An FIR has been lodged in Mendhar police station under the relevant sections of law in this case," a source said.

Also, Special judge Ambalal R. Patel will on Tuesday hear the arguments of the defence in the 2008 Ahmedabad serial bomb blasts case.
The prosecution on Monday concluded the arguments on the quantum of sentence to be awarded to the 49 convicts.
Last Tuesday, the special court judge had convicted 49 persons and acquitted 28 others, 13 years after a series of coordinated bomb blasts killed 56 people and left more than 200 injured in Ahmedabad in little over an hour on July 26, 2008.
Special public prosecutor Sudhir Brahmbhatt said, "The court heard the prosecution on Monday. It will hear the defence on Tuesday. The court has barred print and electronic media from reporting the details of the arguments on the quantum of sentence until the final verdict is awarded. The court also said that the details of the arguments made by the accused and their lawyers as well as the prosecution should not be published in print or electronic media until the final verdict is pronounced."
