New Delhi: Bhutan has once again made it clear that the country will not be able to join the pending Bangladesh-Bhutan-India-Nepal Motor Vehicles Agreement (BBIN MVA) as the Bhutanese are “concerned” and against free flow of vehicles and people, Prime Minister of Bhutan Dasho Tshering Tobgay has told ABP Live.
