What is Congress' strategy behind dull campaigning?

Delhi Elections: The Congress party which is snailing its way through the campaigning phase, in fact has a strategy of intensifying the campaign towards the end. 
As part of the plan, Rahul Gandhi will hit the poll trail this week and address two rallies each on February 4 and 5. On Tuesday, Rahul Gandhi will address rallies in Jangpura and Sangam Vihar. Next day, he is slated to address a rally in Kondli and Hauz Qazi area.
