Why is the Nirbhaya fund not used?

As per the recent government data, many states have failed to utilize 'Nirbhaya funds' for women's safety. The Nirbhaya funds were earmarked after the rape and murder of a girl in Delhi in December, 2012. States like Telangana and Andhra were given around Rs 18-20 crore Nirbhaya fund of which they have used merely Rs 7-8 crore for women's safety. Watch Ankit Gupta’s this report.
