Why is Mamata Banerjee irked post PM Modi's DM-CM meet?

Prime Minister Narendra Modi held a meeting with the District Magisterates and Chief Ministers of various states. Post the meet, West Bengal Chief Minister Mamata Banerjee was really upset. She said that nothing was discussed properly, and CMs weren't allowed to asked questions about things like black fungus. She also said that they were made to sit like puppets.
