Why does Mumbai have to suffer every year during monsoon?

Unlike Wednesday morning, rainfall is not being witnessed in Mumbai as of now which is why the roads have been opened up and the traffic is able to pass through easily. 

But the only question that remains unanswered is that why does Mumbai have to suffer every year during the monsoon season? Why can't Mumbai have enough arrangements so as to help the residents live peacefully?
