Why can't there be one solution for one problem in India?

The Narendra Modi-led central government of India released the guidelines for the lockdown 4.0 ahead of May 18 and despite that the state governments were not prepared. Many of them released state-wise guidelines pretty late, many of them were confused over so many decisions like opening up of alcohol shops.
On the other hand, Pan Masalas were being sold too whereas one is not allowed to spit on roads due to Coronavirus. Then how will the chain be broken and how will lockdown be followed
