Who allowed Vikas Dubey's power to grow at such an extent?

Vikas Dubey, an accused in murder of a state minister inside police station. A gangster with over 60 cases registered against him. A history-sheeter with more than 50 attempts to murder cases against him and yet out on bail. It has been 36 hours since he and his gang killed 8 UP policemen in an ambush. This begs the question, who is giving protection to Vikas Dubey and how did he become so nefarious?
