What is Congress's 'Speak Up India' campaign against Modi govt?

Congress is constantly attacking the Modi government in terms of COVID crisis, lockdown, migrant crisis and economic crisis. 
Now, the party has started it's new 'Speak Up India' campaign. 
Congress chief Sonia Gandhi addressed all the party members through a video conference.
