What explains WHO's flip-flop over Hydroxychloroquine?

World Health Organisation can't seem to make up its mind over the Indian manufactured medicine Hydroxychloroquine. The medicine was intially praised by a lot of world leaders including US President Donald Trump for its effectiveness against Covid-19. Later, WHO banned the medicine from being used stating that the medicine has adverse impact on Covid-19 patients. Then, WHO removed the ban only to suspend the trials related to the medicine a few days later. What explains the WHO's flip-flops?
