Was the airline services resumption not planned properly?

Two crew members of Air India have tested positive for Coronavirus. Airline services resumed two days ago and now such unfortunate stories are coming forth
On the other hand, a Coronavirus positive patient travelled via Indigo flight on May 25. This flight took off from Chennai for Coimbatore. The man was detected with the virus after landing in Coimbatore
The only question here is if the airline services resumpton was planned properly or not
