Lockdown 4.0: What are Punjab govt's suggestions?

Punjab government under the chairmanship of Chief Minister Amarinder Singh wants that the decision of functioning and categorization of red, orange and green zones should be in the hands of state government. A major financial crisis is also going on in the state for which the government is requesting the center's help.
