Is free Covid Vaccination Drive a facade?

Indian citizens have been waiting for a solution for coronavirus. The Indian government announced recently that the covid vaccination drive will start from 16th January. This has brought some relief to the people. 

But recently, Himachal Pradesh CM Jairam Thakur said that everyone should contribute to destory the virus and if it means paying some money for the vaccine it shouldn't be an issue.
