Indian Railways did 'Window Dressing' to improve Operating Ratio?

Indian Railways has created three world records with the work done by Sukhbir Singh. He has worked in the railway for 35 years and has been awarded with the President's honor.

Sukhbir Singh, who was a member of the Railway Board at the time of Railway Minister Lalu Yadav, says that Lalu Yadav's focus was on Freight Earnings, due to which the operating ratio had improved a lot during his tenure.
