Hathras case: Why no action against DM, asks Allahabad HC

The Lucknow bench of Allahabad High Court has heard many questions on the Hathras case. The court asked IAS officer Avnish Awasthi why action was taken only on SP and not the DM? On which Avnish said that in the first report of the SIT, only the SP was blamed.  

 At the same time, the court questioned how he has been allowed to continue as DM.
