Did Arvind Kejriwal run away from debate?

Arvind Kejriwal had promised the development of Chandigarh post-win in Punjab elections 2022. After this, Navjot Singh Sidhu asked him a series of questions about funds and the practicality of the promises. Delhi Chief Minister Arvind Kejriwal then challenged Navjot Singh Sidhu to hold a debate over it with Bhagwant Mann. At this, Sidhu again questioned him and asked that why the debate should be done with Mann and not Delhi CM?
