Despite Aurangabad accident, why labourers continue to travel on railway tracks

The scene of chapatis fallen next to railway tracks after a train accident near Aurangabad killed 16 migrant labourers, has been etched into the memory of the nation. It symbolised the true pain and misery felt by the migrant labourers during the lockdown. However, several labourers still continue to try to get back to their homes by walking on railway tracks. What motivates them to take such a dangerous step?
