Coronavirus figures in Delhi and UP vs ground reality | An analysis

The number of Coronavirus cases are decreasing in Delhi and Uttar Pradesh but as per the ground reality the figures are untrue. As per the report, a huge gap is can be seen between the official figures and the real figures in both Delhi and UP. Is if the infection rate actually decreasing or have the number of tests dipped?
