Doctors on Strike or Govt; Who is responsible for patients' trouble?

Due to the lack of treatment from the strike, patients are dying.  In such a situation, questions are being raised on both the doctor and the government. The question is whether such a strike is justified in this period of Corona and does the government have nothing to do with the strike?
