UP: This engineer could not answer technical questions of a doctor in Gorakhpur

In Uttar Pradesh's Gorakhpur, an engineer could not answer technical questions asked by an MLA Dr. Radha Mohan Das Agarwal about the construction of a road. The video has gone viral on the internet. 
The doctor first asked the engineer to tell the ratio of the camber but the engineer could not answer. He could not even tell what really the 'camber' is.
