Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday held a high-level meeting with the departmental officers regarding the new township policy of the state. The Chief Minister provided directions for the finalisation of the new policy during the meeting, as per a press note issued by Uttar Pradesh Government.
In his remarks during the meeting, the UP chief minister stated that housing and related infrastructure are crucial for the planned and sustainable development of cities.
"Planned urbanisation has increased rapidly in the state in the last five and a half years. This should be further encouraged keeping in view the future needs," the Chief Minister said, according to the release.
The need for affordable housing for low and moderate-income groups is greatest in the state's urban centres, where the private sector plays a key role, according to the CM.
Yogi stated, "In such a situation, a viable new township policy should be formulated according to the needs of the state to encourage planned urban development through private capital investment," the statement said.
The first necessity for house building is land. Emphasising the need to amend the land mobilisation procedure, Yogi stated, "The process of land mobilisation must be streamlined in order for investors to have simple access to land. The procedure of changing land use should be streamlined even further," according to the statement.
Given previous experiences, a single window system for various approvals/no-objections should be implemented, CM added.
Yogi said that "Priority should be given to 'Vertical Development' to ensure optimum utilisation of land."
"The minimum area of the township should be fixed at 25 acres. In the project of more than 50 acres, there should be a provision for the requirement of experienced lead members in the real estate," he said.
The state government is working hard to offer housing for every family, regardless of their financial situation. At the same time, the interests of landowners/farmers, as well as customers, should be protected.
Along with project approval, a completion deadline should be established, CM said.
"There should be a clear provision addressing the minimum land area of the total project area at the time the plan is developed," the CM noted.
In the past, at the government level, action has been taken to expand the boundaries of various urban bodies, as well as many new urban bodies, have also been formed. In the future, we must make deliberate efforts to construct and develop new cities. After researching the establishment of new towns in various sections of the state, reports should be presented, CM said, as per the statement.
The CM further said that the Industrial Development Authorities had done commendable work in the field of infrastructure development.
"Development authorities should try to improve their working style by taking inspiration from them. Immediate recruitment should be made on all the vacant posts in the three development authorities of Gautam Budh Nagar," Yogi stated, according to the statement.
