When ABP News channel did a fact check, we found that it is a sansmaran (memoirs) coin. Actually, this coin was issued when Tamil Nadu's Brihadeeswarar temple located in Thanjavur completed 1000-year.
These types of coins are issued from time to time to mark some important event. But they aren't legal tender.
