Parliament To Function Smoothly From Tuesday As Parties End Logjam, Big Debate From Dec 13

Lok Sabha Speaker Om Birla met with the leaders of various political parties on Monday to reach a resolution to end the logjam in Parliament.

Union Minister Kiren Rijiju on Monday said that the government and the opposition parties will hold a debate on December 13-14 in Lok Sabha. 

The development comes after a meeting of all-party floor leaders was held with Lok Sabha Speaker Om Birla earlier today. The government and the opposition parties have reached an agreement to break the impasse in the Parliament. 

"Since a few days there has been a deadlock in the Parliament, everyone has expressed their concerns over it. We too said that all elected representatives come to the Parliament of India to express their views and the non-function of Parliament for several days now is not good. Everyone accepted this," Kiren Rijiju told reporters outside the Parliament.

All the political party representatives present in the meeting agreed to ensure the smooth functioning of Lok Sabha. 

Rijiju said that the opposition parties have made several demands before the government, which have been approved. The Lower House will take up the discussion on the Constitution to mark its 75th year of adoption on December 13 and 14, and the Upper House on December 16 and 17. 

"Several demands have been made by the Opposition. There was a proposal before the Business Advisory Committee to have a discussion on Constitution. The government has approved that. On 13-14 December, we will hold discussion on the Constitution. The discussion would first be held in Lok Sabha...Everyone has accepted. On 16-17 December, discussion will be held in Rajya Sabha," the Union Minister said.

The Parliamentary Affairs Minister expressed confidence that the discussion will resume and the Parliament will function smoothly from Tuesday. 

"Speaker also said that if anyone wants to raise an issue, there is a rule for it. You can submit a notice for it but creating a ruckus in Parliament and obstructing the functioning is not good. Everyone has accepted this. It is good that everyone has accepted that discussions will be held from tomorrow," he said.

Asked about the opposition raising other issues such as Sambhal violence and Manipur, Rijiju said a decision will be taken in accordance with the rules. The Congress has been persistent in raising the issue of the indictment of US prosecutors of Adani Group chairperson Gautam Adani and other company officials on bribery and fraud charges.

The opposition parties have been protesting over matters, including Sambhal violence, Adani row and Manipur unrest, resulting in constant adjournments of the Lok Sabha and the Rajya Sabha since the Winter Session began on November 25.
