The Monsoon Session of the Parliament is set to commence from Thursday and the Centre has lined up 31 bills that it has planned to table in both the Houses of the Parliament. Among the bills are the contentious Delhi services ordinance and draft legislation on checking film piracy. Personal data protection bill is also on the cards and so is one to amend forest conservation laws. Two bills seeking modification in Scheduled Castes lists of Jammu and Kashmir and Chhattisgarh and Scheduled Tribes list of Jammu and Kashmir are also listed for consideration.  


Here is a full list of all the bills listed for discussion in the Parliament Monsoon Session 2023. 


 



  • Government of National Capital Territory of Delhi (Amendment) Bill, 2023, the ordinance amends the Government of National Capital Territory of Delhi (GNCTD) Act, 1991 and removes services from the legislative competence of the Delhi legislative assembly. 

  • The Cinematograph (Amendment) Act, 2019 seeks imposition of penalty for offences such as exhibition of a film that has not been certified for public exhibition and tampering with a film after it has been certified. 

  • The DNA Technology Act (Use and Application) Regulation Bill, 2019, proposes penalty for disclosure of DNA information, use of DNA sample without authorisation. 

  • The Mediation Bill, 2023 requires people to settle civil and commercial disputes through mediation before approaching any court or tribunal. 

  • The Biological Diversity (Amendment) Bill, 2022 seeks to to simplify compliance requirements for domestic companies and an exemption to the users of codified traditional knowledge and AYUSH practitioners from sharing benefits with local communities. 

  • The Multi-State Co-Operative Societies (Amendment) Bill, 2022 establishes the Co-operative Election Authority to conduct and supervise elections to the boards of multi-state co-operative societies. It also proposes that multi-state co-operative society will require prior permission of government authorities before the redemption of their shareholding.

  • The Repealing and Amending Bill, 2022 seeks repeal of the 65 laws that are obsolete or have been made redundant by other laws. 

  • The Jan Vishwas (Amendment of Provisions) Bill, 2022 converts several fines into penalties concerning 42 laws across multiple sectors. Court prosecution would not be necessary to administer punishments, also removes imprisonment as a punishment for many offences. 

  • The Forest (Conservation) Amendment Bill, 2023 exempts certain types of land from the purview of Forest (Conservation) Act, 1980. 

  • The Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022 (For Himachal Pradesh) proposes to include the Hattee community of Trans Giri area of Sirmour district in the list of Scheduled Tribes in Himachal Pradesh. 

  • The Constitution (Scheduled Tribes) Order (Fifth Amendment) Bill, 2022 seeks to include the Dhanuhar, Dhanuwar, Kisan, Saunra, Saonra, and Binjhia communities in the list of Scheduled Tribes in Chhattisgarh. ProposesBhuinya, Bhuiyan, and Bhuyan communities as synonyms of the Bharia Bhumia community.  It also includes three Devanagari versions of the name of the Pando community.

  • The Postal Services Bill, 2023 Replaces the Indian Post Office Act of 1898, stipulates fundamental matters on postal services, facilitates the development of the postal sector, and protects the rights and interests of users.

  • The Digital Personal Data Protection Bill, 2023 concerns processing of digital personal data within India where such data is collected online, or collected offline and is digitised. 

  • The International Monetary Fund and Bank Bill, 2023 seeks to set up a National Dental Commission, and repeal the Dentists Act, 1948. 

  • The Ancient Monuments and Archaeological Sites and Remains (Amendment) Bill, 2023 proposes rationalising the prohibited area around historical monuments.

  • The National Co-operative University Bill, 2023 includes establishment of the National Cooperative University.

  • The International Monetary Fund and Bank Bill 2023 proposes to repeal the International Monetary Fund and Bank Act, 1945, and bring a new legislation in line with recent developments.

  • The Provisional Collection of Taxes Bill, 2023 includes repealing of the Provisional Collection of Taxes Act, 1931, and bring in new legislation adaptable with contemporary legislation. 

  • The National Nursing and Midwifery Commission Bill, 2023 seeks to repeal the Indian Nursing Council Act, 1947 and set up a National Nursing and Midwifery Commission. 

  • The Drugs, Medical Devices and Cosmetics Bill, 2023 includes regulating the import, manufacture, distribution and sale of drugs, medical devices, and cosmetics, and provides for regulatory standards to ensure their quality, safety, efficacy and performance.

  • The Registration of Births and Deaths (Amendment) Bill, 2023 proposes to make the registration process people-friendly, and update national and state level databases using the database of registered births and deaths. 

  • The Jammu & Kashmir Reservation (Amendment) Bill, 2023 seeks to include Valmiki community as a synonym of Chura, Bhangi, Balmiki, and Mehtar in the list of Scheduled Castes of Jammu and Kashmir.

  • The Cinematograph (Amendment) Bill, 2023 seeks to facilitate the process of film sanctioning more effectively, provides for measures to check film piracy, and introduces age-based categories for certification.

  • The Press and Registration of Periodicals Bill, 2023 proposes to provide for the registration of periodicals.

  • The Advocates (Amendment) Bill, 2023 repeals the Legal Practitioners Act, 1879, by incorporating its provisions into the Advocates Act, 1961.

  • The Mines and Minerals (Development and Regulation) (Amendment) Bill, 2023 includes delisting of some minerals from the list of atomic minerals.

  • The Railways (Amendment) Bill, 2023 repeals the Indian Railway Board Act, 1905 by incorporating its provisions into the Railways Act,1989

  • The National Research Foundation Bill, 2023 aims at establishing the National Research Foundation and repeal the SERB (Science and Engineering Research Board) Act, 2008.

  • The Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2023 proposes inclusion of Valimiki community as a synonym of Chura, Bhangi, Balmiki, and Mehtar in the list of Scheduled Castes of Jammu and Kashmir.

  • The Constitution (Scheduled Castes) Order (Amendment) Bill, 2023 seeks to include Mahra and Mahara communities as synonyms of Mahar, Mehra, and Mehar in the list of Scheduled Castes of Chhattisgarh.

  • The Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2023 revises the list of Scheduled Tribes of Jammu and Kashmir.
