Rajya Sabha adjourned sine die after PM Modi's speech on Motion of Thanks to President's address.
Speaking on the Opposition's walkout, Mallikarjun Kharge says: "We walked out because the PM was misleading the House. It's his habit to lie. I told him that the BJP didn't make the Constitution. They were against it. I was only clarifying who was for and against the Constitution..."
PM Modi says that the Congress always wants to insult Dalits and backward communities. "With these election results, not only a jump in the capital market is being seen but there is also an atmosphere of joy across the world...Amid this, Congress people are also happy. I can't understand the reason for this joy...Is this joy for the hattrick of loss? Is this joy for falling to nervous 90? Is this joy for another failed launch?"
"I saw even Kharge ji to be full of energy. But perhaps Kharge ji served his party a lot because the blame for this loss that should have been attributed to someone else was saved by him and he stood like a wall instead... Whenever such a situation arises, a Dalit or backward community person has to bear the brunt and the 'family' remains safe. The same was seen here too. You would have seen the election of the Lok Sabha Speaker. There, too, their defeat was certain. But whom did they push forward? A Dalit. They knew that he would lose. Still, he was fielded..." PM Modi said.
"Congress has an anti-SC/ST/OBC mindset due to which, they kept humiliating former President Ram Nath Kovind. With this mindset, they left no stone unturned in insulting the first tribal woman President of the country and used words no one else would," PM Modi said.
"They (Opposition) are not able to digest the mandate given by 140 crore countrymen. Yesterday, all their attempts failed, so today, they did not have the strength to fight that battle. This is why they have left the field and run away," says PM Modi in reply to the Motion of Thanks on President's Address in the Rajya Sabha.
"Mallikarjun Kharge witnessed the demolition of the principles of the Constitution during the Emergency. Yet, he tries to mislead Parliament... The Congress ruled over the Lok Sabha for 7 years, well beyond its tenure of 5 years. Will these people teach us about the Constitution," PM Modi hits out at the Congress.
"I saw the incident where a woman was thrashed in public. She was screaming, but No one came to help her. People were making videos... Those who projected themselves as champions of women's cause have been silent because of the state or association to a particular party," PM Modi says in Rajya Sabha. He was mentioning the incident of a woman being thrashed in Bengal's Cooch Behar.
PM Modi says India is responsive towards the needs of the LGBTQ+ community. "Even Western countries are amazed at our progressive attitude towards the LGBTQ community. We gave the community space in Padma awards as well."
PM Modi pauses his speech amid the Opposition's walkout. Rajya Sabha Chairman slams Opposition leaders for raising slogans during PM Modi's speech. He says that the Opposition had diminished the stature of the Rajya Sabha and had broken their oath by walking out of the House.
The Opposition has walked out of Rajya Sabha, alleging no time was allotted to LoP Mallikarjun Kharge.
PM Modi says: "The Opposition is insulting the Rajya Sabha. They are so frustrated that they have no other option but to shout in lanes. They can't digest their loss."
Opposition Leaders in Rajya Sabha shout slogans 'LoP ko bolne do [Let the LoP speak]' against the BJP and PM Modi during his reply to the motion on the President's address. The Opposition alleges that Leader of Opposition Mallikarjun Kharge was not allowed enough time to speak in the House.
PM Modi says that in the last Lok Sabha election, we feel proud of the wisdom and intelligence of the countrymen because they have defeated propaganda. "We feel proud of the wisdom and intelligence of the people of this country, in these elections. They defeated propaganda. They prioritised performance. They rejected the politics of deceit and put the stamp of victory on the politics of trust," he says.
Prime Minister Narendra Modi speaks in Rajya Sabha on the Motion of Thanks to the President's Address. He says, "In the history of independent India & parliamentary journey, It has happened after many decades that the public has given the mandate to a government for the third consecutive time. After 60 years, it has happened that the government has returned after being in power for 10 years. I realise this is not an ordinary thing. Some people deliberately tried to black out this decision given by the public..."
"The Constitution's words and spirit mean a lot to us... The Constitution is our lighthouse... Our attempt is to keep the Constitution inspiring for us even in future," says PM Modi.
In his reply to the President's address, PM Modi says: "The President's speech gave us inspiration, encouragement, and showed us the path of truth."

Congress MP Gaurav Gogoi has alleged that Prime Minister Narendra Modi doesn't want to listen to the grievances of the people of violence-hit Manipur. "Yesterday, we saw a saddening thing in the parliament. Congress, especially Rahul Gandhi has this demand that both of Manipur MPs should put forth their views on the Motion of thanks. Rahul Gandhi himself has gone to Manipur, he has witnessed the division that has been created within the societies of Manipur, a civil-war-like condition is there. Rahul Gandhi knew that if we didn't allow them to speak, it would convey a wrong message to the people of Manipur. But, the sad thing is that the PM doesn't want to listen to the grievances of Manipur."
Gaurav Gogoi alleged that the Congress didn't get even 2 minutes for Manipur MPs. "But we had to listen to the PM for 2 hours, during which he kept repeating all those old allegations, jokes and satire. He took the politics to a newer low... In the end, the PM just said that if you didn't get the time, ask your party. If the PM can offer water to the opposition MPs, why doesn't he have the patience to listen to the MPs of Manipur? PM Modi is showing his back in a planned way to Manipur, yesterday he ignored what Mohan Bhagwat had said," he said.
Earlier, Parliamentary Affairs Minister Kiren Rijiju said that the Congress had been granted an extension of time on the floor of the House by Speaker Om Birla. However, the party did not give its own MPs from Manipur time to speak in Lok Sabha. Both MPs from Manipur, Angomcha Bimopl Akoijam and Alfred Kanngam S Arthur, are from the Congress.

Chairman of Rajya Sabha Jagdeep Dhankhar grieved the loss of lives in the Hathras stampede and prayed for the speedy recovery of the injured. "All necessary steps have been taken to provide medical aid to the injured & authorities have set up a committee to investigate the matter, says Chairman Jagdeep Dhankhar.
A two-minute silence was observed for the victims.
Leader of Opposition in Rajya Sabha Mallikarjun Kharge has demanded strict rules for satsangs and similar events. "Keeping in mind the incident that occurred yesterday, there is a need to make strict rules and laws for such satsangs and events. Maharashtra also has a law regarding superstition, a law should be made on the same lines. Home Minister should make a statement on this issue."
Delhi BJP leaders stage a protest against Congress MP and LoP in Lok Sabha Rahul Gandhi over his remarks, which the saffron party alleged was against Hindus, during a session on Monday.
Parliamentary Affairs Minister Kiren Rijiju has said: "It's extremely sad to see Congress creating disruption in the house whenever PM speaks. I hope today in Rajya Sabha, they'll have the courtesy to hear the reply of Hon’ble Prime Minister Narendra Modi on the motion of thanks to Hon'ble President of India at 12 noon."
Citing the late-night Parliament session on Monday, Parliamentary Affairs Minister Kiren Rijiju praised certain MPs for their commitment towards their duties. "Many MPs speak very well for their constituencies and give substantial contributions in the legislative process. some MPs do sit till late night, doing their Parliamentary duties but their work is hardly reported. We should look beyond theatrics & stop longing for headlines only," Rijiju said in an X post today.
Union Parliamentary Affairs Minister Kiren Rijiju on Tuesday said that Leader of Opposition (LoP), Rahul Gandhi's speech in the Lok Sabha was a "lesson to all the NDA MPs" and they should avoid such behaviour.
Addressing media-persons after the first NDA Parliamentary meeting on Tuesday, the Union Minister said, "Yesterday, as Rahul Gandhi behaved in the House, speaking with his back towards the Speaker, speaking beyond the rules, and disrespecting the Speaker -- this is something that our party MPs, NDA MPs, should not do. It is a lesson for all of us."
Providing details about the Prime Minister's address in the meeting, he said that Narendra Modi emphasised the importance of adhering to parliamentary rules and procedures to become effective parliamentarians.
Kiren Rijiju said, "PM Modi said that every MP has come to the Parliament for the service of the nation. All MPs should become exemplary parliamentarians by following the rules and procedures of parliamentary democracy. All NDA MPs have to work to keep the country above everything."
The Lok Sabha passed a resolution on Tuesday condemning the Opposition's disruptions during Prime Minister Narendra Modi's address, with Union Minister Rajnath Singh saying these actions "shredded" parliamentary norms. After the prime minister's speech, Defence Minister Singh moved the resolution.
"The manner in which the Opposition shredded parliamentary norms when the PM was speaking on the discussion on the Motion of Thanks to the President's address, I propose that the House condemns this action," Singh said.
Lok Sabha Speaker Om Birla also chided opposition leaders for their actions, saying their behaviour was not in line with parliamentary norms. "I gave sufficient time to all members. I gave more than 90 minutes to leader of opposition but this behaviour is not in line with parliamentary norms," he said.
The proceedings in the Rajya Sabha are set to resume on Wednesday a day after the Lok Sabha was adjourned sine die.

The first session of the 18th Lok Sabha was adjourned sine die on Tuesday, marking the conclusion of a productive legislative period that saw significant developments. The session, which commenced on 24 June, comprised seven sittings over a span of 34 hours, achieving a commendable productivity rate of 103 per cent, according to Lok Sabha Speaker Om Birla.
During the initial two days, 539 Lok Sabha members took their oaths or made affirmations. Om Birla was elected as the Speaker of the Lok Sabha on 26 June, followed by President Droupadi Murmu's address to the joint sitting of both Houses of Parliament on 27 June. The session witnessed a robust debate on the Motion of Thanks on the President's address, initiated by BJP member Anurag Thakur and seconded by Bansuri Swaraj, with over 68 members participating. The debate extended for 18 hours, culminating with Prime Minister Narendra Modi's reply on Tuesday.
In a fiery speech, Prime Minister Narendra Modi launched a strong counterattack on Leader of Opposition Rahul Gandhi, describing him as 'balak buddhi' (childish mind) and accusing him of linking Hindus with violence and spreading falsehoods in the Lok Sabha. "This balak buddhi at times tries to hug someone in the House and sometimes winks," Modi remarked, criticising Gandhi's conduct as unbecoming of a seasoned parliamentarian. He urged Speaker Om Birla to take stringent action against Gandhi to preserve the integrity of parliamentary democracy, stating, "Parliament was misled yesterday. Parliamentary democracy cannot be protected without taking the issue seriously."
Rahul Gandhi, present during the Prime Minister's speech, was reprimanded by Speaker Birla for instigating opposition members to protest during the address. Subsequently, the House passed a motion, proposed by Defence Minister Rajnath Singh and seconded by Home Minister Amit Shah, condemning the opposition's obstructionist behaviour.
Meanwhile, the Rajya Sabha proceeding will resume today at 11 am. The Upper House on Tuesday also witnessed a contentious exchange when Chairman Dhankhar sarcastically suggested that Congress MP Jairam Ramesh should replace Mallikarjun Kharge, the Leader of the Opposition, to which Kharge retorted, accusing Dhankhar of invoking the caste system. "Do not bring in the Varna system... that is why you are calling Ramesh very intelligent ... and I am dull," Kharge remarked. An agitated Dhankhar refuted the allegation, stating, "Never in the history of parliamentary democracy and Rajya Sabha proceedings has there been such a disregard of the chair."
Union Minister JP Nadda, participating in the debate on the Motion of Thanks in the Rajya Sabha, highlighted India's economic achievements, asserting that the country had surpassed Britain to become the world's fifth-largest economy and is poised to secure the third position soon. "The Indian economy has grown by 8.2 per cent in 2023-24 and will continue to be the fastest-growing major economy," Nadda stated, emphasising India's significant contribution to the global economy.
