Days after the reports of the ragging incident that forced an Assam post-graduate student to attempt suicide, another ragging case has been reported in Uttarakhand where a first-year BBA student has alleged that he was made to strip and forced to drink alcohol by a classmate and two seniors in his room at a private hostel, news agency PTI reported on Thursday citing official sources. 


The victim is a student at the University of Petroleum and Energy Studies in Rishikesh.


According to Prem Nagar police station SHO Pradeep Bisht, the accused also recorded a video and threatened to make it viral if the victim did not pay Rs 60,000, PTI reported.


They allegedly also beat and assaulted the victim when he objected, according to the police official.


The victim has given police a video of the alleged incident. Apart from the accused, two other students are visible in the video, according to Bisht, who added that their identities were being determined.


According to Bisht, a case has been filed at Prem Nagar police station against the three accused students, who have been named as Akarsh Gupta, the victim's classmate, and his two seniors, Vishal Mullick and Sam Sanjayin, based on the victim's accusation.

When contacted, University of Petroleum and Energy Studies Registrar Manish Madaan stated that anyone implicated in the event would face severe disciplinary action, as reported by PTI. 


This incident comes only days after a post-graduate student at Dibrugarh University in Assam attempted suicide due to ragging.


Last week, an MCom student of the Dibrugarh University of Assam was rushed to a hospital after allegedly jumping from the second floor of his hostel building. His status was stable, but he suffered damage to his hand, legs, and ribs.

According to preliminary investigation, the student had previously filed a ragging complaint with the university administration and the hostel warden, Indian Express reported. 


Some Indian states have their own anti-ragging legislation. Some states do not have their own ragging legislation, hence the ragging laws in these states are based on the central ragging legislation.


The University Grants Commission (UGC) Regulations on Curbing Ragging in Higher Educational Institutions were passed in 2009 to combat ragging in Indian universities. The best part about these regulations is that they shall apply to all institutions, including deemed universities under the UGC Act, 1956, and all other educational institutions.
