As the Bihar Assembly Election 2020 approaches, the 'Saat Nischay - 2' document unveils the Nitish Kumar-led government's plan for development in seven sectors including employment, health, infrastructure and woman empowerment in the state.

'Saat Nischay' is a program that was launched by Nitish Kumar soon after he formed the government in 2015. If re-elected, he wishes to implement the plans under 'Saat Nischay - 2'.

The incumbent Bihar Chief Minister took to Twitter to share the vision document among his followers. Here's what it focuses on:




  • Youth's Potential


 Here the primary focus is to use the potential of the youth of Bihar for its development. The steps listed include improving the quality of institutions, establishing mega-skill centres in districts, tool room and training centres in all divisions, a new department for Skill and Entrepreneurship with government assistance for people who wish to begin their own businesses.

  • Women Empowerment


The government aims to establish a new policy to encourage entrepreneurship in women, provide financial assistance to encourage girls to pursue higher education, create better representation and more participation of women in local bodies with appropriate reservation.


For this, the government commits to providing 50 percent of the cost of a project or maximum Rs 5 lakh, interest-free loan to women who start in their own enterprise. With respect to education, unmarried female candidates will receive Rs 25,000 for passing intermediate level exams and Rs 50,000 will be awarded for completing graduation as monetary help.




  • Irrigation For Fields


Different methods will be used to provide water for irrigation in agricultural lands.

  • Sanitation In Villages


Have solar street lights placed in all villages, make appropriate arrangements for waste management, maintenance of previously announced schemes and development of animal and fishery resources for developing rural areas.

  • Sanitation In Cities


Appropriate arrangements for waste management, construct of shelter homes for the elderly besides multi-story housing for the poor, electric crematorium across all cities and important river ghats.

  • Better Connectivity


Building bypass and flyovers in major cities of the state with the construction of more roads in rural areas to ensure better access to hospitals, markets, and other important places.

  • Health Facilities For All


Better availability of health services to the people in both urban and village areas besides better arrangements for Animal Health.

The Bihar Election 2020 will be held in three phases from October 28 to November 7 and the votes will be counted on November 10.
