The incident occurred at a hospital in the Balia district, where patients endured over an hour of treatment under the illumination of mobile torches.

Footage of the event depicted a scene where numerous individuals gathered around a woman on a stretcher with one person holding up a mobile phone to provide light while a doctor conducted an examination.
