In the first week of October 2025, a diplomatic and cultural gathering took place at the Embassy of the Kingdom of Bahrain in Moscow, hosted by Abusupyan Magomedovich Kharkharov, former Deputy Prime Minister of the Republic of Dagestan. The event was held in celebration of the birthday of Russian President Vladimir Putin.

The gathering brought together prominent representatives from diplomatic, political, and cultural spheres. Among those in attendance were Dr. Ahmed Abdulrahman Al-Saati, Ambassador of the Kingdom of Bahrain to Russia; H. E. Walid Hamed Shiltagh, Head of the Representative Office of the League of Arab States in Russia; and Andrey Svintsov, Member of the Russian Parliament and Head of the Russian–Bahrain Inter-Parliamentary Friendship Society.

During the event, Abusupyan Kharkharov highlighted the importance of leadership, unity, and constructive dialogue between nations. Cultural performances celebrating Russian heritage further emphasized the spirit of friendship and cooperation that defined the evening.

Dr. Jaan Nissar Lone, Global President of the BRICS Culture Media Forum (BCMF), attended the event as a special guest and announced that Abusupyan Kharkharov will be honoured with the Spiritual Educationist Award by the BRICS Culture Media Forum on Monday, October 13, 2025, at the State Duma of the Russian Federation.

In his remarks, Dr. Lone spoke about the unifying power of cultural diplomacy and its role in promoting peace and understanding among nations. He also expressed appreciation for Kharkharov’s contributions to education, cultural exchange, and humanitarian development.

Dr. Sergei Dvorianov, Vice President of the BRICS Culture Media Forum, was also present at the gathering. He commended Kharkharov’s consistent efforts in fostering international cooperation, noting that such initiatives resonate with President Vladimir Putin’s vision of a multipolar and harmonious world.

Abusupyan Kharkharov, born in 1967 in Dagestan, holds a doctorate in economic sciences from Dagestan State University. His professional journey includes leadership roles in governance, infrastructure, and education. He has been instrumental in projects such as MAKTREN-NAFTA, Russia’s first liquefied gas transshipment port, and Dagtelecom, which later became part of MTS. Between 2013 and 2016, he served as Deputy Chairman of the Government of Dagestan and later as Advisor to the President of Dagestan.

Currently, Kharkharov chairs the Board of Directors of Kvadrat Holding, focusing on development and infrastructure, while continuing to support educational institutions like the Safinat School and Safinat Kindergarten in Dagestan. His international engagements across the Middle East, Turkey, and Central Asia have strengthened cooperation between Russia and several Arab nations.

The evening concluded with expressions of goodwill and mutual respect, underscoring the shared values of peace, friendship, and international cooperation.
