New Delhi: The Supreme Court has granted permission to a candidate suffering from writer's cramp to use a scribe to write his preliminary examination for civil judges in Uttarakhand on Sunday. Dhananjay Kumar, who suffers from writer's cramp, has been permitted by the Supreme Court to have a scribe to write his preliminary examination. Despite his request for a scribe being rejected by the Uttarakhand Public Service Commission on April 20, just days before the scheduled test, Kumar approached the top court for permission, as reported by PTI.


He submitted a certificate from the All India Institute of Medical Sciences, dated September 25, 2017, detailing his condition and urging the court to grant him a scribe.













Writer's cramp is a type of movement disorder that causes abnormal postures and muscle spasms while writing, thereby hindering motor performance. Advocate Namit Saxena, who appeared on behalf of Dhananjay Kumar, submitted this fact before the court.



















The bench led by Chief Justice DY Chandrachud has issued a notice to the Uttarakhand Public Service Commission and the state government after hearing Dhananjay Kumar's plea seeking permission for a scribe to write his preliminary examination for civil judges in Uttarakhand on Sunday. The apext court has asked the authorities to respond by May 12 and explain why Kumar's request was rejected, in light of his condition of writer's cramp.

"We issue an ad interim direction to the Uttarakhand Public Service Commission, which is in-charge of conducting the examination, to ensure that a scribe is provided to the petitioner for the ensuing examination. This shall be without prejudice to the rights and conditions of the parties and subject to such further orders as may be passed by this court," the bench, comprising Justice PS Narasimha, said.
