Bihar Passes Bill To Prevent Paper Leaks And Malpractices In Govt Recruitment Exams

Patna: The Bihar Assembly has passed the Bihar Public Examination (Prevention of Unfair Means) Bill, 2024, to tackle the recurring issue of paper leaks in government recruitment exams. This new legislation, introduced by the state government, includes stringent measures to ensure the integrity of public examinations. The Bihar Public Examinations (PE) (Prevention of Unfair Means) Bill, 2024, was tabled by state Parliamentary Affairs Minister Vijay Kumar Chaudhary and passed with voice vote amidst a walkout by the opposition.

Under the new law, individuals found guilty of involvement in paper leaks will face non-bailable charges and could be sentenced to 3-10 years in prison. Additionally, fines ranging from 10 lakh to 1 crore rupees have been stipulated as a penalty for such offenses.

The bill applies to all examinations conducted by the state government. Officials or conspirators found guilty of paper leaks could face up to 10 years in prison and a fine of 1 crore rupees. Furthermore, students or groups involved in paper leak cases may face enhanced penalties under this legislation. All offenses under this law will be cognizable and non-bailable.

On the first day of the monsoon session, copies of the Bihar Public Examination Bill, 2024, were distributed among the legislators. The bill stipulates that any employee caught violating the law during examinations will be fined 1 crore rupees. The cost of the examination will be recovered from such employees, and they will be blacklisted for four years.

If any individual or group is found colluding with exam personnel in paper leak incidents, both the officials and the involved individuals will face 5 to 10 years in prison and a fine of 1 crore rupees. Additionally, there is a provision for confiscating the property of those found guilty.

This tough new law aims to curb malpractices in government recruitment exams and restore public confidence in the examination system.
