The Aam Aadmi Party on Wednesday demanded withdrawal of services ordinance during the all-party meeting called by Bharatiya Janata Party-led NDA government at the Centre. “Raised the demand of the Modi government to withdraw the Black Ordinance of Delhi in the all-party meeting,” tweeted AAP MP Sanjay Singh on Wednesday. In May this year, the Centre brought an ordinance that gave back power to Delhi Lieutenant Governor over transfer posting, just days after the Supreme Court gave a verdict in favour of the Kejriwal dispensation.
“How was the decision of 5 judges of the Supreme Court changed in 8 days? After all, how can a constitution amendment be done through ordinance?” Singh added.
Most of the parties opposed the “black ordinance of the Modi government,” the AAP MP added.
A five-judge Constitution Bench of the Supreme Court on May 11 held that the Delhi government has “legislative and executive power over services” in the national capital.
On May 19, the Centre promulgated an ordinance to create a National Capital Civil Service Authority that will have the power to recommend the transfer and posting of all Group A officers and officers from Delhi, Andaman and Nicobar, Lakshadweep, Daman and Diu, and Dadra and Nagar Haveli (Civil) Services (DANICS) serving in Delhi.

The Wednesday all-party meeting, chaired by Lok Sabha Speaker Om Birla aimed to discuss various matters for the Monsoon Session of Parliament starting from Thursday.
The Parliament Monsoon Session will begin on Thursday and will continue to August 11 in which 31 bills have been listed for discussion including the Delhi services ordinance.
The Government of National Capital Territory of Delhi (Amendment) Bill will be taken up for discussion during the upcoming Parliament session.
