Ahead of the New Year, authorities in Delhi have lifted the strictest air pollution curbs under GRAP Stage IV after a noticeable improvement in air quality levels. The decision offers partial relief to residents who had been living under severe restrictions, although several controls remain firmly in place. Officials have made it clear that the rollback does not signal a complete easing of pollution measures, as Delhi continues to battle fluctuating air quality during the winter season. Citizens and agencies alike have been urged to stay vigilant to prevent a fresh deterioration.

GRAP-IV Lifted, But Curbs Continue

The Commission for Air Quality Management (CAQM) decided to revoke GRAP Stage IV restrictions in Delhi following an improvement in pollution levels. However, measures under GRAP Stage III will continue. The decision was taken in compliance with Supreme Court directions and under the revised Graded Response Action Plan issued on 21 November 2025.

Until now, Stages 1, 2, 3 and 4 of GRAP were in force under separate orders dated October 14, October 19 and December 13, 2025. While Stage IV (Severe+ category) has now been withdrawn, authorities stressed that earlier-stage restrictions remain essential to prevent air quality from slipping back into the critical zone.

The Delhi government has also clarified that the ‘No PUC, No Fuel’ rule will remain in effect even after the lifting of GRAP-IV, ensuring continued checks on vehicular emissions.

Weather Relief Brings AQI Down

The sub-committee on GRAP reviewed air quality conditions and forecasts from the India Meteorological Department and Indian Institute of Tropical Meteorology during a meeting held on December 24. The panel observed that strong winds and favourable weather conditions had led to a significant improvement in Delhi’s air quality.

On December 24, the Air Quality Index stood at 271, placing it in the ‘Poor’ category. However, officials cautioned that a reduction in wind speed over the coming days could push pollution levels higher again.

In light of these conditions, the committee revoked the December 13 order that had imposed Stage IV restrictions when AQI crossed the Severe+ threshold.

CAQM emphasised that all measures under GRAP Stages 1, 2 and 3 will continue to be strictly implemented and monitored across the National Capital Region. Agencies have been instructed to intensify enforcement, while citizens have been urged to follow the GRAP citizen charter carefully during the winter months.
