The Budget estimate of the Brihanmumbai Municipal Corporation for Financial Year 2025-26 was proposed at Rs 74,427.41 crore, which exceeds the Budget estimates of 2024-25 by 14.19%.
User Charges For Solid Waste Management
In his Budget speech, BMC Commissioner Bhushan Gagrani, said: "The increasing population and growing volume of solid waste in Mumbai have significantly escalated the city’s expenses on waste management. To ensure smooth operations and financial sustainability, it has become imperative to introduce “Solid Waste Management User Charges”. Legal opinion in this regard is being sought by the BMC."
He further said after exploring the legal implications, a decision to amend the SWM Sanitation and Cleanliness By-Laws, 2006, will be taken in accordance with the Solid Waste Management Rules of 2016, as notified by the central government under the Environment (Protection) Act of 1986.
"The revenue generated from 'SWM User Charges' will enable BMC to enhance its waste management systems, invest in modern technology and improve overall service delivery," Ghagrani said.
Trade Licence Fee Hike
Ghagrani further said that a proposal for increasing fees for the renewal of Trade Licences, under Section 394 of The Mumbai Municipal Corporation Act, 1888, is in process and will be finalised shortly.
BMC Budget Highlights
Below are the highlights of the Budget estimates of India's richest civic body presented on Tuesday.
Budget Estimates of Property Tax for the 2025-26 fiscal year were proposed at Rs 5,200 crore.
1. Fire Brigade Revenue - Estimated revenue for 2025-26 is Rs 759.18 crore, up from Rs 480.33 crore received in 2024-25.
2. Licence Department Revenue - Estimated revenue for 2025-26 is Rs 362 crore, recovering from a decline in 2024-25.
3. Pending Dues from State Govt - Rs 9750.23 crore pending as of 31st Dec 2024, including Rs 6581.14 crore for education grants.
4. Revenue Expenditure - Revised expenditure for 2025-26 is Rs 31204.53 crore, lower than the estimated Rs 28763.94 crore.
5. Property Tax - Estimated collection for 2025-26 is Rs 5200 crore, with Rs 22565.38 crore outstanding as of 31st March 2024.
6. Water and Sewerage Charges - Estimated revenue for 2025-26 is Rs 2363.15 crore, an increase from Rs 1141.56 crore received in 2024-25.
7. Interest on Investment - Estimated revenue for 2025-26 is Rs 2283.89 crore, slightly rising from 2024-25.

- Coastal Road Project: Rs 5,807 crore
- Sewage Treatment Plant: Rs 5,545 crore
- Roads: Rs 5,100 crore
- Water Supply: Rs 5,400 crore

- Solid Waste Management: Rs 499 crore
- School Building Repairs: Rs 411 crore
