NEW DELHI: The first part of the Budget Session of Parliament started on Tuesday with President Pranab Mukherjee's address and tabling of the Economic Survey, which sets the scene for Finance Minister Arun Jaitley's fourth annual budget.

National Broadcaster Doordarshan will telecast Arun Jaitley's Budget speech. According to sources, the government has decided to merge plan and non-plan expenditure in the budgetary classification to ensure that adequate funds are made available for running and maintenance of capital structures created under the government schemes.

The Cabinet had in September last year decided to scrap nearly century-long practice of having a separate railway budget and instead merged it with the general budget. It had also decided to scrap a distinction between plan and non-plan expenditures.
The Budget documents for 2017-18 fiscal, to be tabled by finance minister, is being prepared in the light of new classification.
The Budget documents will have a different look this time with the Finance Ministry deciding to introduce the concept of 'composite outflow' of funds on government schemes by doing away with 'plan and non-plan' distinction.
