More than one lakh vehicles of 21 different cab aggregators, e-commerce firms, and delivery service providers have now joined the Motor Vehicle Aggregator and Delivery Service Provider Scheme, the transport department of the Delhi government said on Saturday.
The authorities informed that the scheme requires cab aggregators, e-commerce players, and delivery service providers with over 25 vehicles in their fleet to register to gain a license, reported PTI. Further, the scheme also outlines a timeline for the entities for the electrification of their fleet.
The scheme further states that entities found in non-compliance with the norms will face penalties ranging from Rs 5,000 up to Rs 1,00,000 per instance.
The entities that have enrolled in the scheme include ANI Technologies, Uber India, Zomato Ltd, Blink Commerce, Smartshift Logistics, Roppen Transportation Services, etc. These companies operate a fleet of electric, petrol, and CNG-driven two, three and four wheeler vehicles.
The largest fleet amongst the firms belongs to Smartshift Logistics with more than 50,000 vehicles. ANI Technologies with a fleet of over 36,000 vehicles, and Zomato with more than 22,000 vehicles are the other two leading players in the list.
Kailash Gahlot, Transport Minister, Delhi, said, “The response to the scheme is a testament to the confidence that businesses have in our vision for sustainable and efficient urban mobility. This initiative will not only promote green mobility but also set high standards for service quality and public safety in the transport sector.”

Notably, earlier in November 2023, the Delhi government notified the scheme. This scheme will make more room for detailed regulation and licensing of the players in the delivery and cab-aggregation business.
The scheme requires all existing and new operators to get a license within 90 days of the scheme’s notification or before starting operations. The license, once granted, shall be valid for five years with annual fees applied and zero fees in the case of electric vehicles.
