With air quality improving to "very poor" from "severe" in Delhi, the government has lifted Graded Response Action Plan (GRAP) 4 restrictions, allowing buses and trucks to ply even though curbs on some vehicles still remain. BS-III and BS-IV diesel and petrol vehicles are still prohibited from entering the national capital. Thus, car owners having vehicles below BS-IV emission norm will not be able to ply on Delhi roads.
This is so because GRAP-1, 2 and 3 restrictions are still in force in Delhi and the government has not lifted the ban on BS-III and BS-IV vehicles. Interstate buses having BS-III and BS-IV emission standards are also barred from entering Delhi.
While the government has not set any specific timelime for the lifting of curbs on BS-III and BS-IV vehicles, it is expected to be lifted only when the air quality improves further. As per rules, those driving non-compliant vehicles may be slapped with a fine of Rs 20,000.
With lifting of GRAP-4 curbs, restrictions only on buses, trucks and construction activities have been relaxed. Construction of flyovers, road development, foot overbridges (FOBs), high power tension lines, metro, airport, and other ongoing projects have also been allowed.
On Sunday, Delhi Environment Minister Gopal Rai said there was a positive trend in air quality and urged residents to follow rules as GRAP stages 1, 2, and 3 were still in place to combat air pollution in the national capital.
