BJP Mandi MP Kangana Ranaut highlighted that the culture of Himachal Pradesh was becoming extinct and spoke about its architecture, clothing, music, and stressed the need to preserve them.
Congress general secretary KC Venugopal slammed the Centre over the Union Budget and said: "After the Union budget, the INDIA alliance parties are very much agitated as the govt has done injustice to most of the states where INDIA alliance is in power. It's a clear discrimination and hence we are not going to participate (in the NITI Aayog meeting). I think that Mamata Ji will also not attend the meeting."
BJP's Odisha MP Baijayant Jay Panda responded to questions being raised over the importance of being the fastest growing economy saying, "Questions are raised what is the importance of being fastest growing economy...how does it benefit the average Bharatiya? This growth has enabled the massive increases in allocations and massive improvements in outputs demonstrated in the last 10 years."
Former Punjab CM and Congress MP Charanjit Singh Channi spoke about 'Waris Punjab De' Chief and independent MP from Khadoor Sahib Lok Sabha seat Amritpal Singh in the Lok Sabha.
He said: "They speak about Emergency every day. But what about the undeclared Emergency in the country today?...This too is Emergency that a man who was elected as an MP by 20 lakh people in Punjab is behind bars under the NSA. He is unable to present the views of the people of his constituency, here. This too is Emergency."
After a brief adjournment, the discussion on the Union Budget resumed in the Lok Sabha on Thursday.
The proceedings of the Lok Sabha were adjourned till 3 PM following a ruckus.
While speaking in the Rajya Sabha, AAP MP Raghav Chadha lashed out at the BJP-led Centre over the Union Budget and said, Normally we see that when the Union Budget is tabled in the country, some sections of the society are happy with it and some are disappointed. But this time around the government has achieved the impossible."
"This government has disappointed almost every section of society with this budget. They have managed to displease all the sections. Even the supporters of the BJP are disappointed with this year's budget," he added.
Congress MP Shashi Tharoor says, "... Budget of health and education ministries have been reduced, so I asked them the reason. There is no politics in this. Two states have been given favourable treatment to satisfy their coalition partners. We know this is how it works and we also have the right to protest against it... I am happy for the people of Bihar for getting such a generous package. It is a very big deal... 3 Congress and 1 DMK Chief Minister said they would not attend the NITI Aayog meeting because there was nothing for their states in the budget... Maybe Mamata Banerjee has an issue which she wants to discuss..."

Delhi: On Parliamentary Affairs Minister Kiren Rijiju's statement, TMC MP Saugata Roy says, "Modi ji has not received the mandate and that is why more has been given to Andhra Pradesh and Bihar and that is why this will be discussed."

After the presentation of the first budget of the historic third term under the leadership of PM Modi, the country wants to see that the discussion on the budget takes place in a good and meaningful manner. The way the leaders of some parties commented during the budget session and the way they gave speeches, I would like to say that they have insulted the House by lowering the dignity of the budget session. The Prime Minister has already said that whatever had to be done for the party has been done in the elections, now everyone has to work together for the country, not for the party. Yesterday the opposition people did not say anything on the budget, they just did politics. They have insulted the mandate of the country and the opposition people have abused the Prime Minister."
Samajwadi Party MP Dimple Yadav says, "Politics and budget are interrelated. Had it not been for politics, Andhra Pradesh and Bihar wouldn't have been given a special package. UP has consecutively given so many seats to the BJP. Never in history has any single party won so many seats from UP. UP should have been given a special package from the centre's funds..."
Amid the face-off between the government and the opposition, the debate on the Union Budget will continue on Thursday in both the Lok Sabha and the Rajya Sabha, including a discussion and voting on J&K's Budget.

The discussion on Budget for Jammu and Kashmir, 2024-25, which was presented on Tuesday, will also continue on Thursday.
The papers will be laid on the table by Union Minister Gajendra Singh Shekhawat, Jitendra Singh, Arjun Ram Meghwal and Kirtivardhan Singh. Union minister and BJP MP from Balurghat, Sukanta Mujamdar is expected to make a statement on the status and implementation of recommendations and observations contained in the 250th report of the department-related parliamentary standing committee on Home Affairs on action taken by the government on the recommendations and observations contained in the 243rd report of the committee on demands for grants (2023-24) of the Ministry of Development of North Eastern Region.
Discussion on the Union Budget 2024-25 was taken up by both the Houses of Parliament on July 24 with Opposition dubbing it as "discriminatory" to most states and lacking a vision.
Former finance minister and Congress MP P Chidambaram initiated the discussion in Rajya Sabha while Congress MP Kumari Selja began the discussion in Lok Sabha.
Chidambaram raised four major challenges highlighting unemployment as the most significant challenge and pointed towards the data released by the Centre for Monitoring Indian Economy (CMIE) which indicates that the unemployment rate for June 2024 is 9.2 per cent .
On Wednesday, MPs from the INDIA bloc staged protest outside the Parliament alleged discrimination against opposition-ruled states in the Union Budget, with Leader of the Opposition in the Lok Sabha Rahul Gandhi saying the budget is an "assault on the sanctity of India's federal structure".
Congress president Mallikarjun Kharge, Congress Parliamentary Party chief Sonia Gandhi, Samajwadi Party chief Akhilesh Yadav, and several MPs of the Congress, TMC, Samajwadi Party, DMK and the Left attended the protest besides Rahul Gandhi.
