1) "Recognising the seriousness of this terrorist attack, the Cabinet Committee on Security (CCS) decided upon the following measures- The Indus Waters Treaty of 1960 will be held in abeyance with immediate effect until Pakistan credibly and irrevocably abjures its support for cross-border terrorism," Foreign Secretary Vikram Misri said.
2) The integrated checkpost Attari will be closed with immediate effect. Those who have crossed over with valid endorsements may return through that route before 1st May 2025.
3) Pakistani nationals will not be permitted to travel to India under the SAARC visa Exemption scheme. Any SPES visas issued in the past to Pakistani nationals are deemed cancelled. Any Pakistani national currently in India under SPES visa has 48 hours to leave India.
4) The Defence, Military, Naval, and Air Advisors in the Pakistani High Commission in New Delhi are declared persona non grata. They have a week to leave India.
5) India will be withdrawing its own Defence, Navy and Air advisors from the Indian High Commission in Islamabad. These posts in the respective High Commissions are deemed annulled.

A meeting of the Cabinet Committee on Security is underway at Prime Minister Narendra Modi's residence in New Delhi regarding the Pahalgam terror attack.
“Paying tribute to the civilians martyred in the cowardly terrorist attack in Pahalgam, Jammu and Kashmir, I postpone all public programs to be held on 23 April and 24 April,” posted CMO Delhi on X.
Special trains have been launched from SMVD Katra to New Delhi to assist the stranded passengers and accommodate the extra rush. The tickets shall be available over the counter from Katra, Udhampur and Jammu stations.
In light of the recent tragedy in Pahalgam, SpiceJet has extended its waiver on rescheduling and cancellations for travel to and from Srinagar until April 30, 2025. This flexibility applies to all bookings made on or before April 22.

Prime Minister Narendra Modi was scheduled to visit Kanpur on April 24 to inaugurate and lay the foundation stone for development projects worth over Rs 20,000 crore.

“It’s heartbreaking to see the exodus of our guests from the valley after yesterday’s tragic terror attack in Pahalgam but at the same time we totally understand why people would want to leave. While DGCA & the Ministry of Civil Aviation are working to organise extra flights, NH-44 between Srinagar & Jammu has been reconnected for traffic in a single direction. I’ve directed the administration to facilitate traffic between Srinagar & Jammu allowing tourist vehicles to leave. This will have to be done in a controlled & organised way because the road is still unstable in places and we are also working hard to clear all the stranded vehicles. We will not be able to permit completely free movement of vehicles at the moment & we hope that everyone will cooperate with us.” CM Omar Abdullah wrote on X.

An initial information says that the terrorists entered from the Pir Panjal hills, moving from Rajouri to Chatru via Wadhawan. This area has a large population of Gujjar Bakarwal and falls in the Reasi and Udhampur districts. According to the information received by the intelligence agencies, these terrorists entered India about 2 weeks ago.

United Nations Secretary-General Antonio Guterres has strongly condemned the armed attack in Jammu and Kashmir that claimed at least 26 lives on Tuesday.
UN Spokesperson Stephane Dujarric said that Guterres extends his heartfelt condolences to the bereaved families. He further said, “that attacks against civilians are unacceptable under any circumstances.”
