New Delhi: A coherent National Security Strategy (NSS) that will serve as a common template for all government agencies, addressing the security challenges facing India today, and a move towards creation of theatre commands for the armed forces as warfare gets increasingly integrated, are the need of the hour, according to former Foreign Secretary Shyam Saran.
