Lack Of Will, SC Must Ask States: Congress MP Manish Tewari On Rising Air Pollution

On the firecracker ban, Congress MP Manish Tewari says, "...It is obvious that the ban has been flouted with impunity... If you look at the AQI levels across various cities in India, they ranged from very poor to hazardous... It is ironic that a country that could close down at a four-hour notice for lockdown cannot control or implement a Supreme Court order... Obviously, there was a lack of will and no enforcement. This is a very serious issue... The Supreme Court should call all the states and ask them why this order was not enforced...If implementing agencies do not fulfill the orders of the Supreme Court in letter and spirit, this has great implications for the Constitution of India..."

The air quality in Delhi showed slight improvement on Diwali as it remained in the “poor” category as compared to “severe” over the last few days. The Air Quality Index (AQI) at Anand Vihar stood at 266, in RK Puram at 241, in Punjabi Bagh at 233 and in ITO at 227, according to Central Pollution Control Board (CPCB).

Light rain and favourable wind speed on Friday helped in dispersing pollutants in the air, thereby, bringing down the air quality from "severe" to "poor" category.

An AQI between zero and 50 is considered "good", 51 and 100 "satisfactory", 101 and 200 "moderate", 201 and 300 "poor", 301 and 400 "very poor", 401 and 450 "severe" and above 450 "severe plus".

The India Meteorological Department (IMD) had earlier predicted slight improvement in the air quality just ahead of the festival due to favourable meteorological conditions, including light rain, under the influence of a western disturbance.

In view of worsening air pollution, the Supreme Court had imposed a nationwide ban on firecrackers containing barium earlier this week.

A bench of Justices AS Bopanna and MM Sundresh directed the Rajasthan government to comply with its earlier order on bursting of firecrackers.

"Sensitising common people about the harmful effects of firecrackers is the key. Ironically, nowadays children don't burst many firecrackers but elders do. It is a wrong perception that it is the duty of the court when it comes to pollution and environment protection. People have to come forward. It is for everyone to manage air and sound pollution," the top court bench said.

Meanwhile, the 24-hour average air quality index on Saturday stood at 220, the lowest for the day before Diwali in eight years.

As per CPCB data, Delhi clocked an AQI of 312 on Diwali last year, 382 in 2021, 414 in 2020, 337 in 2019, 281 in 2018, 319 in 2017, and 431 in 2016.
