Congress Manifesto Makes Some Good Promises. But 5 Challenges Remain Despite Its First-Mover Advantage

The Congress released its manifesto on April 5 amid much fanfare. Christened Nyay Patra, it promises ‘Paanch Nyay’ and ‘Pachees Guarantees’ while promising to cover all sections of society, especially youth, poor, women and farmers. Some of the key promises that the party has made include:  Congress will conduct a nationwide socio-economic and caste census and will pass a constitutional amendment to raise the 50% cap on reservations for SC, ST and OBC.
