Master Stroke from Israel Embassy: Is the IED blast in Delhi a terrorist attack?

In New Delhi's most secured and safe place,  an IED bomb explosion happened near Abdul Kalam Road. As per reports, IED was hidden under the pavement. In this incident several cars were damaged but no injuries have been reported. EAM S. Jaishankar spoke to the Isareli FM and assured him that the situation is under control and the Diplomats are safe. But can this be a terrorist attack?
