The India Meteorological Department (IMD) has issued a red alert for heavy rainfall accompanied by thunderstorms across Delhi-NCR for the next three hours, a day after downpours brought temperatures down across the national capital and adjoining areas.

Light rain showers were recorded in several parts of Delhi-NCR on Friday morning. The region witnessed a sudden change in weather on Thursday, October 29, as Cyclone Arnab brought rainfall and thunderstorms, providing relief from the lingering air pollution.

Delhi also recorded its coldest October day in four years on Thursday after the cyclone interacted with western disturbances, triggering scattered rainfall and thunderstorms across the region.

Temperature Drops Across Delhi

At Safdarjung, the national capital's base weather station, the maximum temperature was recorded at 25.4 degrees Celsius, 5.6 degrees below the seasonal average.

The minimum temperature, however, rose to 19.2 degrees Celsius, around 3.1 degrees above normal.

Heavy rainfall late on Thursday night and into Friday morning affected several areas, including Hazrat Nizamuddin Railway Station and Jamia Millia Islamia, bringing down temperatures further.

Rain Brings Relief From Air Pollution

The showers also brought some relief from deteriorating air quality levels across the national capital.

According to the Central Pollution Control Board (CPCB), the Air Quality Index (AQI) near India Gate stood at 93, placing it in the satisfactory category. This came after several days of poor air quality readings in the city.

Clearer Skies Expected From Saturday

Weather conditions are likely to improve from Saturday, October 31, with partly cloudy skies forecast across Delhi.

The forecast for November 1 and 2 indicates mainly clear skies and stable weather conditions across the national capital.

Uttar Pradesh Chief Minister Yogi Adityanath on Thursday highlighted the expansion of road, rail, metro and air connectivity in the state since 2017, saying the focus on speed, scale and connectivity had transformed Uttar Pradesh.

In a post on social media platform X, Adityanath said improved connectivity was not merely reducing travel distances but also saving time, making journeys more convenient and opening up opportunities for economic growth.

He said the condition of key transport infrastructure in the state had been poor before 2017, but the BJP-led government had worked to expand connectivity under the leadership of Prime Minister Narendra Modi.

From 1.5 Expressways To 10

Adityanath said Uttar Pradesh had around one and a half expressways before the BJP government came to power, while 10 expressways are now operational in the state.

He also highlighted the expansion of air connectivity, saying the state now has 12 domestic and five international airports. Before 2017, he said, air services were limited to a few cities.

The chief minister added that metro services, which were not available in any city in the state before 2017, now operate in seven cities, providing an additional transport option for residents.

Connectivity To Boost Markets, Jobs And Tourism

Adityanath said improved transport links were helping farmers take their produce to larger markets and creating new opportunities for businesses and entrepreneurs.

He also said better connectivity was making access to education and employment easier for young people, while helping working people save time. The expansion of tourism, he added, was creating livelihood opportunities for local families.

The chief minister said the benefits of infrastructure development were reaching people across villages, towns and cities. Uttarakhand Supplementary Budget: Dhami Govt Allocates ₹7,844 Crore For Development, Welfare

Uttarakhand Chief Minister Pushkar Singh Dhami on Tuesday said the state government has proposed a supplementary budget of ₹7,844.18 crore for the financial year 2026-27, with a focus on infrastructure development, public welfare and economic growth.

Addressing a press conference in Gairsain (Bhararisain), Dhami said the budget was prepared keeping in mind the state’s immediate requirements and long-term development goals. The government aims to make Uttarakhand a developed and self-reliant state by 2047, while ensuring that the benefits of welfare schemes reach people across the state.

The proposed allocation includes ₹4,164.32 crore for capital expenditure and ₹3,679.86 crore for revenue expenditure. Dhami said the government was also focusing on fiscal discipline, transparency and the effective use of public funds while maintaining a revenue-surplus position.

₹1,100 Crore For Farmers, ₹721 Crore For Local Bodies

The supplementary budget proposes ₹1,100 crore under the Annapurti Scheme for the procurement of paddy and wheat from farmers. Another ₹500 crore has been allocated under the Special Assistance Scheme for infrastructure development, while ₹300 crore has been earmarked for the Jal Jeevan Mission.

The government has proposed ₹721 crore to increase the share of local bodies in the state’s tax revenue from 10.5% to 12.5%, in line with the recommendations of the Sixth State Finance Commission. The move is intended to provide additional resources to rural and urban local bodies for development works.

An allocation of ₹122 crore has been proposed for the Gairsain Water Supply Dam Project. Around ₹290 crore has also been earmarked for preparations and infrastructure facilities for the upcoming Divya Kumbh. The budget includes provisions for work related to the Nanda Raj Jat Yatra and the Haridwar-Ganga Corridor.

Healthcare, Education And Youth Schemes Get Funds

The supplementary budget includes ₹100 crore for the Atal Ayushman Scheme to expand healthcare services and ₹125 crore for the Golden Card Scheme for government employees. Around ₹160 crore has been earmarked for medical education-related projects, including medical colleges in Pithoragarh and Rudrapur.

The government has also proposed ₹200 crore for digital learning in school and higher education. Other provisions include support for the Mukhyamantri Yuva Bhavishya Nirman Yojana, a sports university, a women’s sports college, athletes’ training programmes and scholarships for young people preparing for competitive examinations.

Women and child welfare, the Poshan Abhiyaan, honorariums for midday meal cooks, farmers’ pensions and other social security schemes have also been prioritised. Dhami said the government’s focus was not limited to announcing schemes but also included ensuring that their benefits reached people on time.

Uttarakhand Cites Economic Growth, Startup Expansion

Dhami said Uttarakhand’s gross state domestic product (GSDP) was approximately ₹2.55 lakh crore in 2022 and was projected to reach around ₹3.82 lakh crore in 2026-27. Per capita income, he said, had increased from approximately ₹1.95 lakh to ₹2.74 lakh over the period.

The chief minister also highlighted a rise in the number of startups from 702 to 1,978 and an increase in micro, small and medium enterprises (MSMEs) from around 60,000 to one lakh. He cited a decline in multidimensional poverty and growth in solar energy capacity as other indicators of the state’s development.

Uttarakhand secured joint first position nationally, with 79 points, in NITI Aayog’s SDG India Index 2023-24, Dhami said. He added that the state had also received recognition for its investment-friendly environment and financial management.

Disaster-Resilient Infrastructure And IT Opportunities

The chief minister said the government was giving priority to disaster management and safer infrastructure, including work in land subsidence-affected areas such as Joshimath. Efforts are also underway to strengthen disaster-resilient construction and basic infrastructure for road and helicopter services.

Dhami said a Software Technology Parks of India (STPI) facility had been established in Dehradun for the first time, creating opportunities for young people in the information technology and startup sectors.

The government is also focusing on local employment, quality investment, improved public services and modern facilities, while preserving Uttarakhand’s heritage and culture. Dhami said the state was working towards the goal of a prosperous Uttarakhand by 2035, alongside the broader vision of a developed India by 2047.

Dhami Highlights Public Participation In Budget Process

Dhami said the government had encouraged public participation in preparing the budget. Over the past five years, pre-budget consultations have been held with farmers, women, young people, entrepreneurs and representatives from different sectors to gather suggestions.

He said Uttarakhand’s development had been shaped by the contributions of its people since the state was formed nearly 26 years ago. The government, he added, aims to ensure that economic progress translates into tangible benefits for villages, farmers, women and young people.

The chief minister said sustained development would depend on public participation, good governance and the timely implementation of schemes.

Indian Railways is set to implement revised timetables for several trains operating between Prayagraj and Delhi, including the Prayagraj-New Delhi Humsafar Express, Prayagraj Express, Rewa Express and Magadh Express.

The changes cover arrival and departure timings at key stations, with some revisions taking effect from October 28 and 29. The Humsafar Express will undergo a major operational change from January 2027, when its terminal will shift from New Delhi to Anand Vihar.

Passengers travelling on these routes should check the revised timings before their journey to avoid confusion over departures and arrivals.

Humsafar Express Timings Revised

The Prayagraj-New Delhi Humsafar Express (12275) will reach New Delhi at 6:35 am from October 29, instead of its current scheduled arrival time of 6:15 am. The change means the train will arrive 20 minutes later than before.

The return New Delhi-Prayagraj Humsafar Express (12276) will depart New Delhi at 11:05 pm from October 28, compared with its existing departure time of 10:30 pm. Its scheduled arrival in Prayagraj has also been changed from 6:20 am to 7:45 am.

Another service, the Prayagraj-Anand Vihar Humsafar Express (22437), will reach Anand Vihar at 6:25 am from October 28. Its current scheduled arrival time is 6:10 am.

Humsafar Terminal To Shift To Anand Vihar In January 2027

From January 1, 2027, the Prayagraj-New Delhi Humsafar Express will operate to Anand Vihar Terminal instead of New Delhi. The train is scheduled to reach Anand Vihar at 6:25 am and will operate from the terminal on all seven days of the week.

For the return journey, the service currently referred to as the New Delhi-Prayagraj Humsafar Express will depart from Anand Vihar Terminal at 11:15 pm from January 2, 2027. It is scheduled to reach Prayagraj at 7:45 am.

Passengers planning to use the service after the terminal shift should verify the boarding station on their tickets and check the latest railway timetable before travelling.

Prayagraj Express Departure Time Changed

The Prayagraj Express (12417) will reach New Delhi at 7:15 am from October 28, according to the revised schedule.

The return service, New Delhi-Prayagraj Express (12418), will depart New Delhi at 10:15 pm. It currently leaves at 10:10 pm, making the revised departure five minutes later.

Rewa, Magadh Express Timings Also Revised

The Rewa Express (12428) will arrive at Prayagraj Junction at 6:05 am from October 28.

The Magadh Express (20802) will also reach Prayagraj Junction at 6:15 am from the same date and depart at 6:20 am.

Railways has revised the timings of several other trains as well. Passengers are advised to check the latest schedule for their specific train and station before setting out.

The Bharatiya Janata Party (BJP) has won four seats in the Uttar Pradesh Legislative Council elections, while the Samajwadi Party (SP) has secured one, according to the latest results. AAP Sarpanch’s Son Shot Dead Near Gurdwara In Punjab’s Amritsar, Friend Injured

Tirath Singh, the son of an Aam Aadmi Party (AAP) sarpanch and brother of a party leader, was shot dead near a gurdwara in a village in Punjab’s Amritsar district on Monday night. His friend, Ranjit Singh, who was with him during the incident, also sustained a gunshot injury.

The shooting took place as the two men were returning after paying obeisance at the gurdwara. According to police, the assailants arrived on motorcycles, fired seven to eight rounds near the religious site and fled.

Locals rushed both men to a hospital after they sustained bullet injuries. Tirath, who was seriously injured, was declared dead by doctors, while Ranjit was admitted for treatment. His condition was later reported to be out of danger.

Family Alleges Drug Dispute Behind Shooting

According to India Today, the victim’s family has alleged that the attack took place after Tirath stopped the accused from consuming drugs two days earlier. The claim forms one of the lines being examined following the shooting.

Police, however, suspect that an old enmity may have led to the attack. Officials said Gurdit Singh allegedly held a grudge against Tirath’s brother, Karaj Singh, an AAP block samiti member, and suspect that the shooting may be linked to the rivalry.

Tirath’s mother is the serving sarpanch of the village and is affiliated with the AAP. Police are investigating the circumstances surrounding the shooting and the possible motive behind it.

Four Named In FIR, Raids Underway

An FIR has been registered based on the family’s complaint, naming four people: Gurdit Singh, Gurjant Singh, Harkirat Singh alias Haki and Gora. All four accused are residents of the same village.

Police said raids were underway to apprehend the accused. No arrests had been made till the filing of this report.

17 Inmates Escape From Tamil Nadu Jail After Attacking Staff, 1 Arrested

Seventeen inmates escaped from the Thekkampatti sub-jail in Tamil Nadu’s Theni district late on Monday night after allegedly assaulting prison personnel, officials said. One of the escapees has since been arrested, while police have deployed 17 special teams to track down the remaining prisoners.

South Zone Inspector General of Police Vijayendra Bidari said the arrested inmate, who hails from Madurai, was apprehended during combing operations in a forested area behind the prison.

“One escaped prisoner has been arrested by police during combing operations,” Bidari said.

Inmates Allegedly Staged Medical Emergency To Escape

According to police, all 17 inmates were lodged in the same cell. The escape reportedly took place after prison personnel entered the cell in response to information that one of the prisoners was unwell.

The inmates allegedly assaulted the personnel before fleeing. Addressing the media, Bidari said the prisoners had staged an “epilepsy drama” as part of their plan to escape.

Gr. II police personnel Thangapandi, who is attached to the Theni district jail, sustained a head injury in the incident and was admitted to the Government Hospital at G Vilakku. Two other jail personnel also suffered minor injuries.

17 Special Teams Deployed As Police Intensify Search

Police have launched an intensive operation to trace the remaining escapees, with security tightened across neighbouring districts. Officers are checking vehicles and monitoring routes that the prisoners may have used to flee.

Dindigul Superintendent of Police S Jeyakumar said checkpoints had been established at 16 locations in the neighbouring district as a precautionary measure. Vehicle checks have also been intensified along the Dindigul-Theni highway.

Police in Madurai, Dindigul and Idukki have been alerted, while photographs of the escaped inmates have been circulated among officials to help identify and apprehend them. A case has been registered, and further investigation is under way.

DMK MP P Wilson Criticises State Government

The jailbreak has triggered a political controversy, with DMK Rajya Sabha MP P Wilson criticising the state government over its handling of law and order.

In a post on X, Wilson described the escape as “shameful” and said it reflected the state of law and order in Tamil Nadu. He also called on Chief Minister C Joseph Vijay, who holds the law and order portfolio, to take moral responsibility for the incident.

A controversy has erupted over Delhi’s Race Course Mosque, located near the Prime Minister’s residence, after the mosque’s imam claimed that the premises had received a six-day eviction notice and could face demolition.

Imam Maulana Mohammad Haroon alleged that electricity and water supplies to the mosque were disconnected on October 7. He also claimed that the authorities had directed the premises to be vacated within six days. The notice and the circumstances surrounding it have not been officially confirmed in the information available.

The issue has drawn responses from political and religious figures, with a delegation from Jamiat Ulama-i-Hind meeting Union Minority Affairs Minister Kiren Rijiju to seek the mosque’s protection.

“Deeply disturbing that Delhi's historic Race Course Mosque, a gazetted Waqf property since 1977 and a listed heritage site, faces eviction within six days,” Mirwaiz said. He also questioned the reported failure of Waqf authorities to defend the property and asked whether such action against Muslim places of worship was becoming normal.

Mirwaiz linked the controversy to his opposition to amendments to Waqf law and greater government control over Muslim religious endowments through appointed nominees. His remarks came amid calls for intervention to protect the mosque.
