Amritsar, Sep 18 (PTI) Two unidentified motorcycle-borne men fatally shot an assistant sub-inspector of Punjab Police at the Bhagtanwala grain market here, officials said.

DGP Gaurav Yadav, who inspected the crime scene and met the victim’s family on Friday, told reporters that ASI Harjit Singh was hit near the neck by a single bullet fired from a .30 bore pistol.

The incident took place around 12:30 am on Friday when the ASI on PCR duty was shot from a close range by the two bike-borne men, the DGP said.

Hours earlier on Thursday night, a bike-borne duo gunned down a man outside his house in the Islamabad area of the city, police said.

In both cases, the accused fled after committing the crime.

ASI Singh, a resident of Tarn Taran district, was rushed to a nearby private hospital where he was declared dead. The killing followed a similar incident in May, when armed assailants shot a Punjab Police ASI near Hamja village in Amritsar district.

In the Islamabad incident, the victim has been identified as Sahilpreet Singh. According to police, he was strolling outside of his house when the bike-borne men opened fire.

DGP Yadav told reporters, “I have inspected the crime scene and met the ASI's family. As per preliminary inquiry, the attackers were following the ASI before committing the crime. We have collected the empty shell from the spot and sent it for forensic analysis.” “Police are scanning CCTV camera footage from the area to trace the attackers. We hope to make a breakthrough soon. Exemplary action will be taken against the perpetrators,” Yadav said.

He added that the ASI posted at the Gate Hakima police station was sent to the grain market area on duty at around 9:30 pm on Thursday, he said.

A startling case has emerged from Delhi’s Special Intensive Revision (SIR) of electoral rolls, with 728 of the 729 voters registered at a polling part covering the Bela Estate jhuggi cluster in Chandni Chowk missing from the draft electoral roll published on August 31.

The voters live in makeshift shelters under the Geeta Colony flyover after their earlier homes near the Yamuna were demolished. Residents say Booth Level Officers (BLOs) visited them during the SIR exercise, handed out enumeration forms and collected the completed forms. Yet, when the draft roll was released, most of their names were absent.

According to records reviewed in connection with the case, 42 voters were classified as dead, 10 as duplicate entries and hundreds were marked as having shifted from the area. Residents dispute the “shifted” classification, saying they moved only a short distance after their homes were demolished and have continued living in the same locality.

‘We Filled The Forms, Then Our Names Disappeared’

Around 188 families currently live in the Bela Estate jhuggi cluster, using the space beneath the flyover as their shelter. Residents say some families have lived in the area for decades, with several claiming they first voted during the Indira Gandhi or Rajiv Gandhi eras.

Their present settlement is the result of demolitions along the Yamuna floodplain. Residents say they previously had houses and cultivated land near the river, but their homes were demolished after the area was identified as part of the Yamuna flood zone. They subsequently shifted a short distance away and began living in makeshift structures under the flyover.

The residents say they continued to vote in recent elections, including in 2024 and 2025. They now question why their names were treated as “shifted” during the SIR despite their continued presence in the locality and the alleged distribution and collection of their enumeration forms.

The issue is not confined to this cluster. Residents of another group of 18 jhuggis in Bela Estate that falls under the Jangpura Assembly constituency have also alleged that their names were removed after BLOs distributed SIR forms that were subsequently completed and returned.

What The Booth Records Show

Minutes of a BLA-BLO meeting for the Chandni Chowk polling part, reviewed by ABP News, record a dramatically different picture from the residents’ account. The August 11 meeting records that only one SIR form had been received, while 632 voters were marked as having shifted, 43 were recorded under another category, 42 as deceased and 10 as duplicate entries.

The minutes also show the presence and signature of BJP booth agent Bhupinder. The document records that the majority of voters had shifted from the area. Residents, however, maintain that they had not left the locality and that many of them had completed the forms supplied during the enumeration exercise.

The figures broadly explain how only one of the 729 voters remained in the draft roll. Delhi's draft electoral roll excluded 47.7 lakh electors overall after the SIR exercise, with those left out given an opportunity to seek inclusion through the claims and objections process.

For the Bela Estate residents, that process has now become an urgent effort to get their names back. Those excluded from the draft roll can submit Form 6 with supporting documents until September 30, while the final electoral roll is scheduled to be published on November 4.

What Election Officials Said

When approached for a response, Central Delhi District Magistrate and District Election Officer Dharmendra Kumar did not speak on camera but provided a written statement explaining the deletions.

According to the election authorities, officials examined the electoral roll for the area and found that most of the addresses were recorded simply as “Agriculture”, while only some voters had house numbers listed. The area lies on the western bank of the Yamuna, where officials said many residents had earlier been engaged in agricultural activities.

The authorities said agricultural activity in the area had stopped in 2021 and that houses and other residential structures were removed in 2022-23. Following those changes, officials said, the residential status of people living there had also changed.

The district election authorities said BLOs were required to visit voters at the addresses recorded in the old electoral roll during the SIR exercise. Since the houses at those addresses had been removed, officials concluded that the voters were no longer living at their recorded addresses and therefore no longer qualified as “ordinary residents” there.

On that basis, the authorities said the names were removed from the draft roll under the applicable SIR process. They have also stressed that exclusion from the draft roll does not permanently prevent an eligible person from being enrolled again.

Homeless Voters Can Still Be Enrolled

The dispute has also brought attention to the Election Commission's rules on ordinary residence. The ECI states that an eligible voter must be an Indian citizen aged 18 or above and ordinarily resident in the relevant area.

Importantly, the ECI's FAQ specifically addresses homeless voters who do not have documentary proof of ordinary residence. It says a BLO can verify at night whether the person actually sleeps at the address given in Form 6. If the BLO is able to establish that the person lives there, documentary proof of residence is not required for that verification.

That provision is now particularly relevant to residents of Bela Estate, who say the destruction of their previous homes forced them to relocate only a short distance rather than leave the locality. Their immediate task is to establish their eligibility through the claims process before the final electoral roll is published.

For now, residents have gathered beneath the flyover, spreading out mats and working through Form 6 and other paperwork. Those who can read and write are filling out the forms themselves, while others are seeking help. Some have also brought out older electoral rolls, including records dating back to 1961, to establish their history of voting and residence.

For a community that says it has already lost homes and farmland, the disappearance of hundreds of names from a single draft electoral roll has turned the SIR exercise into another fight over whether they continue to be recognised as ordinary residents of the city they say they have lived in for decades.

Manoj Jarange Heads To Mumbai Despite Police Denying Protest Permission, Cites HC Order

Chhatrapati Sambhajinagar/Jalna, Sep 15 (PTI) Undeterred by the police's denial of permission to stage a protest in Mumbai, fasting Maratha quota activist Manoj Jarange left for the Maharashtra capital on Tuesday morning from Antarwali Sarati village in Jalna district.

Mumbai Police earlier denied permission to Jarange, who has been on a hunger strike for the last 17 days demanding OBC quota for Maratha community members with Kunbi caste genealogies, to take the protest to Azad Maidan, citing law and order concerns during the ongoing Ganesh festival.

Though defiant, Jarange tweaked his earlier plan to mobilise Maratha community members from various parts of Maharashtra to Mumbai and decided to go with a select group of 5-10 associates amid tight security.

Frail and slumped in the front seat of a car, Jarange, dressed in his trademark white shirt and trouser, cited the Bombay High Court's ruling which had refused to restrain him from staging a protest in Mumbai. ''Nothing is more important for me than my community. I will die for my community or get a reservation for them. The court has said that if anyone is agitating democratically, it cannot be stopped. The judiciary is with us," he told reporters.

Jarange reiterated that a conspiracy had been hatched to kill him.

"Does (Chief Minister) Devendra Fadnavis want to kill me with bullets? I am coming alone. They have chalked a plan to kill me. No matter even if they kill me, I will not let betrayal take place to the Maratha community,'' the quota activist said.

Fadnavis and other ministers in the state cabinet had repeatedly appealed to Jarange to withdraw his hunger strike, saying the government was open to discussions and would accept the legally valid demands.

Jarange's carcade will pass through Patoda of Beed, Srigonda in Ahilyanagar, Hadapsar in Pune and Khopoli in Raigad district before reaching Azad Maidan in Mumbai on September 19.

Earlier in the morning, Jarange underwent a health check-up, paid obeisance to Chhatrapati Shivaji Maharaj and visited two temples in the village.

Tight security has been deployed along the Antarwali Sarati-Shahagad route. The deployment includes three sub-divisional police officers, ten inspectors, 30 assistant/sub-inspectors, 300 police personnel, 265 home guards and two platoons of the Rapid City Police (RCP), taking the total number of personnel to 648, officials said.

Security arrangements have been strengthened at various sensitive points. Jarange's convoy includes two SUVs and as many ambulances.

His security has also been enhanced with personnel from the Additional Special Protection Unit (SPU) of Chhatrapati Sambhajinagar, along with two bodyguards provided by the Jalna police.

Jalna DYSP Siddheshwar Dhumal said, ''We are managing traffic here along with the local police and highway police. Even if the number of vehicles in Jarange's convoy increases, we will manage".

What Happened On Golf Course Road

The woman, who identified herself as Siya in social media posts, escaped with minor injuries. She later shared footage of the incident recorded by a camera mounted on her Aprilia RS 457 sports bike.

Gurugram Police took suo motu cognizance of the incident after the video emerged online. A case is being registered at Sector 56 police station under Sections 281 and 125 of the Bharatiya Nyaya Sanhita, relating to rash driving and causing injury, ACP (Headquarters) Abhilaksh Joshi said. Later, the police added Section 109 of BNS, which is an attempt to murder charge, in the FIR.

According to the police, the accused allegedly struck the biker while overtaking. The footage showed the woman being thrown from her motorcycle and sliding along the road following the collision.

Accused Admits Collision, Denies Deliberate Hit

Bainsla, a gym owner who describes himself as an international kabaddi player, admitted that the collision occurred and said it was his fault. However, he denied deliberately hitting the woman and said he fled because he feared an attack by a group of bikers.

Speaking to a news channel, Bainsla said he was travelling with his sister and two cousins when the incident happened. He claimed that around 20 to 22 motorcyclists had sped past his car and that he initially did not realise a woman was among them.

“I was travelling with my family. I didn't make any gestures at the young woman; I simply asked her to ride her bike slowly. I admit that a collision occurred. Had I stopped right then, those people would have beaten us up,” he said.

Bainsla said the woman was turning without checking her mirrors and that he lost control of his car near a U-turn, leading to the collision.

“She was turning without checking her mirrors; just then, near a U-turn, I lost control of the car, and the collision occurred. It was my fault; I admit it,” he said.

Why Bainsla Says He Did Not Stop

Bainsla claimed he initially told his brother that they should stop after the collision but changed his mind after the bikers allegedly began hurling abuses.

“My family was with me, so I feared they might beat us up if we stopped. I even stopped the car at a red light to speak to them and explained that it wasn't my fault. After that, my brother refused to stop there,” he said.

He also denied having any previous cases against him and said he was being harassed following the incident.

“There isn't a single case against me from the past. Now, I am being harassed,” Bainsla said.

With Bainsla detained in Dausa, the Gurugram Police team is bringing him back to Gurugram as the case proceeds.

The meeting included representatives from the School Education Department, Ministry of Education, NCR state governments/GNCTD, Sports Authority of India, NCR State Pollution Control Boards (SPCBs) and Delhi Pollution Control Committee (DPCC).

The discussions focused on the arrangements for physical sports competitions in schools during the months when concerns over air quality are higher.

Physical Sports Competitions To Be Considered For Postponement

The authorities have directed that necessary steps be taken to postpone physical sports competitions scheduled during November and December.

The direction has been issued in view of concerns over the health of children participating in outdoor sporting activities during periods of poor air quality.

The advisory specifically relates to physical sports competitions in schools across the Delhi-NCR region.

Delhi, Haryana, Rajasthan And UP Asked To Act

The governments of Delhi, Haryana, Rajasthan, and Uttar Pradesh have been asked to ensure the required action in their respective areas.

The directions are aimed at addressing the concerns linked to physical sports activities for schoolchildren during periods of poor air quality in November and December.

Supreme Court Had Directed CAQM To Issue Guidelines

The development comes after the Supreme Court directed CAQM to issue appropriate guidelines for schools in Delhi-NCR.

Following the direction, CAQM held the November 19 meeting with the relevant departments and stakeholders. The discussions included representatives from education authorities, sports bodies, and pollution control agencies from the region.

Schools and concerned authorities will therefore need to take the necessary steps regarding physical sports competitions planned for November and December.

‘She Is Experiencing Trauma’: Gurugram Biker’s Brother On Hit And Run, Bike Crash

A day after a woman biker was allegedly followed and her motorcycle hit by a car on Gurugram’s Golf Course Road, her family has spoken about the incident and its aftermath.

The biker, identified as Sia, has said that a car followed her while she was riding with a group of bikers before approaching her and allegedly causing her motorcycle to fall. Her brother told news agency ANI that Sia was experiencing something similar to “trauma” following the incident.

Sia’s brother also claimed that there were “four drunk people” inside the vehicle. He said the family was preparing to pursue legal action and that Sia’s lawyer had already spoken to the station house officer about the next steps. Gurugram Police, meanwhile, took suo motu cognisance of the incident and registered an FIR after a video posted by Sia, in which she narrated what happened, was widely circulated on social media.

Sia’s Family Says She Is ‘Traumatised’

Speaking to ANI, Sia’s brother said she had tried to signal the occupants of the vehicle to maintain a safe distance. According to him, the men then rolled down the window and made what he described as “very offensive gestures”.

He said Sia told him there were four people in the car and alleged that all of them were drunk. The incident took place between 7:30 and 8:00 a.m., he said, adding that the men had likely been drinking through the night before encountering Sia on the road.

“She is experiencing something akin to trauma,” Sia’s brother said, according to ANI.

The family also plans to pursue legal action. Sia’s brother said their lawyer had spoken to the SHO and that the family would file an FIR on its own behalf.

Father Says He Would Have Filed FIR Earlier

Sia’s father said he learned about the incident only on Monday and would have approached the police earlier had he known about it.

“I only found out about the accident an hour ago. Otherwise, I would have gone and filed an FIR myself,” he told ANI.

Expressing concern over what happened, Sia’s father pointed out that the incident took place during the day rather than at night. He said the family was fortunate that Sia was not injured and questioned why she had not told them about the incident when she returned home.

Gurugram Police registered the FIR after taking suo motu cognisance of the matter. The action came after Sia’s video, featuring a voiceover in which she described the alleged incident, spread widely on social media.

Sia Says Car Chased Her Before Hitting Bike

In the original video, Sia said she was riding an Aprilia RS 457 sports bike with a group of bikers when a car began following them on Golf Course Road.

She said she asked the driver to maintain distance but alleged that the occupants continued to behave inappropriately. “He had started chasing on the Golf Course Road. I asked him to drive while maintaining distance. He kept making hand gestures asking me to stop my bike,” she said.

Sia said she continued riding ahead to prevent the car from blocking her motorcycle. According to her account, the car eventually swerved towards her bike and hit it from the side, causing her to fall.

The accused, however, has given a different account of the incident. He claimed that he lost control of the vehicle near a U-turn and said the collision was not intentional. He also alleged that he was unaware that the person riding the two-wheeler was a woman.
