A dog's severed head has been found in a freezer, sparking fear that the food prepared at the factory might be contaminated.

The factory in Mohali district's Mattaur village is now facing an investigation. Authorities in Mohali have launched a thorough investigation after the gruesome discovery during a raid at the fast food manufacturing unit in Mattaur. Officials, cracking down on unsanitary food production, found the dog’s head stored inside a refrigerator at the facility.

Crackdown On Unhygienic Food Production

The raid was part of a two-day operation targeting unhygienic food manufacturing units according to a report by India Today. Acting on complaints from local residents, a municipal team on Sunday stormed a momo and spring roll factory operating out of a residential building.

The raid was reportedly sparked by viral videos showing workers handling food in highly unsanitary conditions, using dirty water and spoiled vegetables in the production process.

India Today quoted municipal officials that the factory had been in business for two years, churning out over a quintal of momos and spring rolls daily, which were then distributed across Chandigarh, Panchkula, and Kalka. During the inspection, authorities also uncovered frozen meat, a crusher machine, and reused cooking oil — further reinforcing concerns over the factory’s practices.

Rotten Chicken And Disturbing Find

The crackdown extended into Monday when a medical team from the Municipal Corporation raided several chicken shops in Mattaur. Nearly 60 kg of foul-smelling frozen chicken was seized and immediately destroyed. As part of the ongoing probe, officials collected samples of momos, spring rolls, and chutney, sending them for laboratory testing.

However, the most shocking revelation came when authorities discovered the severed head of what appeared to be a pug inside the factory’s refrigerator. Startled locals, who had gathered outside, began shouting "billa [cat]" upon seeing the disturbing sight. While this initially fueled fears that dog meat might have been used in food production, officials said that the head was allegedly intended for personal consumption by the factory workers, who are of Nepali origin.

Investigation Underway, Legal Action Recommended

To determine whether dog meat was being used in the factory’s products, officials sent the head to the veterinary department for further examination. Meanwhile, the District Health Officer (DHO) inspected two locations linked to the case and uncovered multiple violations, including the use of unhygienic ingredients and the absence of required business registrations.

Authorities have recommended legal action against both the factory owner and those managing operations. Mohali civil surgeon Sangita Jaina confirmed that a formal report is being prepared for submission to the Deputy Commissioner and the police.

"Once the written report is submitted, necessary legal steps will be taken," she was quoted as saying. Assistant Food Safety Commissioner Amrit Warring also confirmed that law enforcement has been notified, and further action will be decided once laboratory test results are available.
